The Irwindale PARKS & RECREATION COMMISSION met in regular session at the
above time and place.
ROLL CALL: Present: Commissioners Theresa Chico, Paula Fraijo; Vice
Chair Belen Zepeda; Chair Dan Diaz
Absent: Commissioner Erlinda Duran
Also present: Camille Diaz, Assistant for Administrative
Services, Rod Posada, Director of Public Works; and Linda
Kimbro, Deputy City Clerk.
APPROVAL OF MINUTES
MOTION Commissioner Chico made a motion, seconded by
Commissioner Fraijo, to approve the minutes of the
meeting of February 21, 2001, as submitted; and to approve
the minutes of the meeting held March 14, 2001, as
corrected under the heading Commissioner Items, to reflect
Commissioner Fraijo speaking with Recreation Supervisor
Grijalva about the softball game schedule, rather than
Commissioner Chico. Motion was unanimously approved.
Commissioner Duran absent.
DIRECTOR OF PUBLIC WORKS UPDATE
Director of Public Works Posada advised that a purchase
order has been issued for the El Nido Park equipment,
which will be delivered within a five-week period with two
days needed for installation. Mr. Greg Meek, of Landscape
Structures Equipment, will supervise the installation and
the work will be done in-house to help save on the cost.
The first structure will cost approximately $9,000 and the
second will be approximately $3,000.
Commissioner Chico questioned why both pieces of
equipment had been ordered since the Commission had not
seen the new diagram for the second structure. Director of
Public Works Posada advised that he has the new diagram
on display in his office if the Commissioners want to
review it after the meeting. Chair Diaz asked if the new
benches and barbecue equipment had been delivered, and

Director of Public Works Posada confirmed, but the
placement still needs to be determined. Commissioner
Chico commented on how nice the park was looking and
complimented staff on its work.
RECREATION SUPERVISOR UPDATE
Recreation Supervisor Grijalva advised that while a few of
the recreation programs are ending, his staff has sent out
flyers regarding the new programs being offered. The
diving boards and stands have been delivered and will be
installed in time for Sunday's opening. His staff is
preparing themselves for spring break, with plans for the
Day Camp Program to go skating and take a trip to Knotts
Berry Farm. The teenagers will take a trip to Magic
Mountain. The Easter Program will be on Saturday, April
14th, and will feature the Tiny Tots performing a couple of
songs, the newly formed Drama Club performing a short
play, and an Easter magic show. He asked for volunteers
for the Easter Egg Hunt, and the Commission responded
accordingly by offering their participation.
The Tuesday women's softball league has just started, with
the men's softball league starting as soon as two more
teams pay. Commissioner Chico commented that the
youth basketball league was really great because of the
parents' involvement and participation, which the children
also seemed to appreciate. Recreation Supervisor Grijalva
agreed that having the parent's participation is essential.
He conveyed his hopes that this enthusiasm will move to
the football field for future activities. She also
complimented Commissioner Zepeda for her running of the
snack shop.
POLICY FOR USE OF CARDIOVASCULAR FACILITIES
Recreation Supervisor Grijalva proposed changing the
admission age for use of the cardiovascular facility from 13
to 16 years of age. He said that the adult residents, who
take the work out room seriously and want the machines to
be treated properly, have voiced several complaints. He
has also noticed that a television has been abused, the
blinds cut, and the equipment settings have been left at an
inappropriate level.

Commissioner Chico asked how many children of that age
range have access to the facility and if they are supervised.
She suggested a possible sign -in sheet. Recreation
Supervisor Grijalva said there is only one person posted in
the lobby, and once the users have been issued the code
they can go in and out as they please, making it very
difficult to monitor the situation.
MOTION Commissioner Fraijo made a motion to change the age
requirement from 13 to 16 for use of the cardiovascular
facility. Seconded by Commissioner Zepeda. The motion
was unanimously approved, Commissioner Duran absent.
Commissioner Chico suggested that there be a sign posted
notifying users of this change.
PROCEEDS FOR ANNUAL CAR SHOW
Assistant for Administrative Services Diaz advised that the
Recreation Department will be hosting the annual Car
Show and suggested that the proceeds go to the Irwindale
Educational Foundation. It is expected that the proceeds
could reach as high as $4,000 this year, since plans were
starting early with more activities being planned. She
spoke on behalf of City Manager, Steve Blancarte, who
requested that this issue be directed to the Commission for
consideration since the event is a Recreation Department
activity. If there is a consensus from the Commission to
redirect recreation funds to the Scholarship Foundation
after tonight's meeting, the recommendation will be
forwarded to the City Council for consideration.
Commissioner Fraijo asked Recreation Supervisor Grijalva
if he had allocated those funds for anything definite. He
said he had nothing specific because the City has been very
good about helping to fund events in the past. He
expressed the opinion that having the funds going toward
something like the Scholarship Foundation not only helps
attract sponsorship from outside organizations, but also
helps to reduce the cost to the City.
Commissioner Chico asked if there are plans to have food
vendors and a band featured, and requested that Recreation
Supervisor Grijalva talk to the sponsors about the band
using foul language since this is a family-oriented event.
Recreation Supervisor Grijalva advised that all rap music is
being eliminated, and advised that he would like to have

David Leon and the Little Jugs, and/or Mega 100 perform.
He said that Brenton Wood plans to return this year.
Recreation Supervisor Grijalva expressed the belief that
this year it would help attract more of the public if trophies
were presented to the winners from the various sponsors of
each category. He advised that he scheduled the car show
for the second week in November and would have plenty of
time to promote this event.
Commissioner Fraijo made a motion to recommend that the
proceeds be contributed to the Scholarship Fund. Seconded
by Commissioner Chico. The motion was unanimously
approved, Commissioner Duran absent.
Assistant for Administrative Services Diaz added that
tentative plans are being made for a dedication ceremony
for the El Nido Park for Sunday, June 3`d and asked for
Commission feedback. Commissioner Chico asked if the
ceremony was being planned for the morning or the
afternoon. Assistant for Administrative Services Diaz said
she thought the afternoon would be best. The Commission
decided Sunday, June 10`h would be better because there is
a church fiesta scheduled for June 3`d at Our Lady of
Guadalupe Church. Assistant for Administrative Services
Diaz said she would propose this date to the Council and
return to the Commission with its decision.
COMMISSIONER ITEMS
COMMISSIONER CHICO Commissioner Chico asked Director of Public Works
Posada about the previously requested lettering for the
outside wall of the Recreation building. Director of Public
Works Posada said he would follow up. She asked if the
walk through the park was still planned for May, and
commented that the plaza was looking rather shabby. She
asked Director of Public Works Posada if a community
volunteer program is still being planned to help improve
the plaza area. He said that at the request of the City
Manager he was obtaining various estimates as to what it
would cost to replace and maintain the evergreens and
planters. A determination needs to be made if it would be
better to have a volunteer program or have the Public
Works Department do the work. She reminded him that it
would need to be done by the Fourth of July.

COMMISSIONER FRAIJO Commissioner Fraijo asked Recreation Supervisor Grijalva
if musical entertainment is being planned for the Fourth of
July, and he replied that the band "War" is being
considered, but there have been difficulties with the
arrangements because the band has an international agent.
At this time she also commented about her prior discussion
with Recreation Supervisor Grijalva on the converting of
one of the tennis courts into a skate park, and stated that
she is still against this. Commissioner Chico agreed.
Assistant for Administrative Services Diaz remarked that
the City Manager is soliciting proposals for a master plan
for the entire park property to include some of the
expansion projects have been discussed, e.g. the Skate Park
and possibly a new library. Community meetings are being
planned as part of the master plan process.
CHAIR DIAZ Chair Diaz advised that he has talked to Recreation
Supervisor Grijalva about the skate park but is keeping an
open mind. He also complimented the work that was done
to the baseball field.

ADJOURNMENT There being no further business to conduct, the meeting
was adjourned at 6:33 p.m. to May 4`h, 2001.
