The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Theresa Chico, Erlinda Duran, Paula Fraijo, Vice Chair Belen Zepeda; Chair Dan Diaz Also present: Rod Posada, Director of Public Works; Dan Grijalva, Recreation Manager; Camille Diaz, Assistant City Manager; and Linda Kimbro, Deputy City Clerk. APPROVAL OF MINUTES MOTION Commissioner Fraijo made a motion, seconded by Vice Chair Zepeda, to approve the minutes of the meeting held April 4, 2001. The motion was unanimously approved. IRWINDALE PARK MASTER PLAN Assistant City Manager Diaz advised that tonight's meeting tonight is the first of a series of four meetings to be held, and that fliers had been mailed to the entire resident population to solicit public input. The public's response as to the location and general size of the master plan is desired because after those items have been determined the consultants can then give an estimate of the cost of these improvements to the City. She explained that the timing is very important because the City has an opportunity to renew some bonds with favorable interest rates. The City Council anticipates refinancing the bonds in June, placing this issue on the fast track. She introduced Nick DeLorenzo, the consultant hired to prepare the master plan, and his staff, Dan Krivitz, Project Manager, and Chip Clitheroe, facilitator of the presentation. Nick said that he has worked previously with Steve Blancarte and the City of Montebello on its Park Master Plan. The items to be addressed for the City of Irwindale are as follows: • Skate Park Area • Library PARKS & RECREATION COMMISSION MINUTES MAY 2, 2001 REGULAR MEETING PAGE 2 • Conversions of old library into a day care center, or choosing a location for a day care center somewhere in the park. Mr. DeLorenzo said that his goal is to introduce the planning process to the Park and Recreation Commission, as they are the designated leaders in this issue; further he is requesting the Commission's response. The members of the firm will stay three days to immerse themselves in the community and talk with the staff. The next public meeting will be held Wednesday, May 9th, at 6 p.m. Chip Clitheroe approached the podium and commented on how impressive the City Park is, and stated the need to consider many things in the master plan, namely the siting of the building, traffic, parking, and circulation of visitors around the park. He said that the most important aspect of the meeting is to start a discussion about the general planning considerations; items the public want the DeLorenzo team to consider as they master plan, and where the community thinks the buildings might be best located in the park. Next week they hope to return with a suggested location for these facilities. This will help everyone to be able to focus on the master plan. Commissioner Chico asked if the park was going to be made smaller. Mr. Clitheroe said he is assuming that the three facilities that the Council had suggested would be located within the existing park. Commissioner Chico suggested some of the property located across the street might be an idea, as well as building up rather than out. She expressed her concern with making the park smaller than it already is. Report continued to June 6th. RECREATION MANAGER UPDATE Recreation Manager Dan Grijalva thanked the Commission for their donation to the raffle. He commented that the Easter activities and Spring Break day trips were very successful, and all the kids had a great time. He said that the Basketball banquet was also very successful, and Councilwoman Ramirez attended and gave a speech. Commissioner Chico and Commissioner Fraijo complimented Recreation Manager Grijalva on the great job he did on the basketball league. He thanked Commissioner Zepeda for her contribution in running the snack bar. The Summer Program itinerary is waiting for final approval, and should be at the printer next week. Commissioner Fraijo asked if there would be a charge for the scheduled beach trips this year. Recreation Manager Grijalva said the charge would be the same. Commissoner Chico asked how the boxing tickets were going. He said PARKS & RECREATION COMMISSION MINUTES MAY 2, 2001 REGULAR MEETING PAGE 5 the tickets were not on sale yet. She also asked about the response to the volleyball fliers. Commissioner Fraijo asked about the drill team. Recreation Manager Grijalva said he has asked Senior Citizen Coordinator Carol Acosta to take over the 4-8 year olds, with a separate instructor taking over the 9-13 year olds. Commissioner Duran asked if there were plans for another drug workshop. Assistant City Manger Diaz said that Mayor Breceda had not chosen a date as of yet. Commissioner Duran conveyed her belief that it was important that the program not lose momentum. Recreation Manager Grijalva said he would also like to implement a safety program. Commissioner Fraijo asked if the 5th graders from Merwyn would be using the park in June. Recreation Manager Grij alva said they had submitted their application. WALK THROUGH THE PARK Continued to June 6th COMMISSIONER ITEMS COMMISSIONER CHICO Requested that a memo be sent to Director of Public Works Posada, to steam clean the outside of the planters located in front of the Recreation Building. She also complimented the rose garden located in the front of City Hall. COMMISSIONER FRAIJO Requested that a memo be sent to Director of Public Works Posada, asking for the front fountain to be weeded. COMMUNICATIONS There were no speakers.
