The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Theresa Chico, Erlinda Duran, Paula Fraijo; Vice Chair Belen Zepeda; Chair Dan Diaz Also present: Rod Posada, Director of Public Works; Dan Grijalva, Recreation Supervisor; Camille Diaz, Assistant for Administrative Services; and Linda Acosta. SWEARING IN OF COMMISSIONER ZEPEDA Continued to the meeting of February 21, 2001. APPROVAL OF MINUTES The minutes of the meeting of January 3, 2001 were approved as submitted on the motion of Commissioner Fraijo, seconded by Commissioner Zepeda, and unanimously approved. DIRECTOR OF PUBLIC WORKS UPDATE Director of Public Works Posada presented his update and discussed items as follows: El Nido Park is progressing satisfactorily. Grading has been completed; bases for street lights have been installed; grass has been planted; and a wrought iron fence has been installed at the entrance. Request was made for the items needed for the playground facility. Suggested playground equipment was discussed for both older and younger children with one item for the older children, and one item for the younger children. Commissioner Chico asked about the budget and warranty of equipment. Director Posada estimated the amount to be approximately $10,000. Commissioner Fraijo questioned the required area needed for said equipment. Commissioner Chico questioned if more than one vendor is needed. It was the consensus of the PARKS & RECREATION COMMISSION MINUTES February 7, 2001 REGULAR MEETING PAGE 2 Commission to direct staff to provide additional brochures. • Backstops for the ball field were replaced with concrete and painted. • Brick dust for ball field was completed. RECREATION SUPERVISOR UPDATE Supervisor Dan Grijalva stated that all programs are running as expected. He advised that the new classes; (Salsa dance, Yoga, Ballet Folklorico, and Arts & Crafts) that have been introduced have proven to be very popular with residents. The Youth Basketball league has -just begun and there are over 45 children participating. The first Youth Basketball league game was on Saturday, February 3`d, and was very exciting for the children. He noted that this event was attended by some of the commissioners as well. All other adult leagues will start at the end of this month. Commissioner Chico remarked that she was at the Recreation Center this past weekend and found old food cartons and wrappers left on the gym stage. She suggested to Supervisor Grijalva that there be a posting of rules and regulations. DRUG AWARENESS Supervisor Grijalva, presented an update on the Drug PROGRAM UPDATE Awareness Workshop that was conducted this past month. He stated that it was very well received by the people that attended. Assistant for Administrative Services Diaz commented that the City Manager had been given the evaluations and there were approximately seventy attendees for the workshop and approximately thirty that responded to the evaluations. Ms. Diaz said she also thought it had been well received, but the public noted that in future workshops it would benefit them to have the drugs on display, which would help with their ability to recognize the drugs. Chair Diaz made the suggestion that perhaps the neighborhood watch should be incorporated with the next drug awareness workshop. Commissioner Chico added that she thought it might be beneficial to include the names and telephone numbers of the organizations that residents can contact if they need help. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING February 7, 2001 PAGE 3 SOFTBALL FIELD Supervisor Grijalva confirmed that the softball field has been completed and the dimensions of the field have been squared off, adding almost two feet to third base going north and about twenty feet out to left field. He said these changes to the field have made a drastic difference and he was very complimentary to the Public Works crew for their contribution. UPCOMING TRIP Saturday, March 17`s — Disney On Ice with Snow White EXCURSIONS Thursday, March 29h — Fight Night at the Pond CHAIR DIAZ Chair Diaz stated that he is still looking into the beautification of the gazebo area and has several ideas. He said he would be consulting with Public Works Director Posada with his suggestions. COMMISSIONER CHICO Commissioner Chico asked if there had been any progress made on the "Park Patrol" issue that was raised at last month's meeting. She suggested that a letter be sent to the Council stating that the Commission feels there is a need for a Park Patrol. Ms. Diaz responded by saying that she had brought this issue to the attention of the Police Department. Lieutenant Woodmansee advised that the problem is the lack of staff. The Police Department is required to have at least three police officers on duty per shift and there are not enough reserve officers at this time to staff the Park Patrol. Ms. Diaz advised that she is waiting to hear if this is a budget issue. Commissioner Fraijo made a motion, seconded by Commissioner Duran to write a formal letter to the Council with their request that the Park Patrol be reinstated. The motion was unanimously approved. COMMISSIONER FRAIJO Commissioner Fraijo thanked Public Works Director Posada for the swift completion of the ballpark grading. PARKS & RECREATION COMMISSION MINUTES February 7, 2001 REGULAR MEETING PAGE 4 SPONTANEOUS COMMUNICATIONS ASSISTANT FOR ADMINISTRATIVE SERVICES Assistant for Administrative Services Diaz spoke on behalf of the City Manager and requested that the Commission put the Fourth of July Program on next month's agenda. Consideration also had to be given to whether or not "big name" entertainment should be secured, as this would draw a large crowd to the City. She pointed out that the City is unable to use the Trammell Crow property for this years fireworks display, and the City Manager has asked for the Commission to suggest alternative sites. SUPERVISOR GRIJALVA Supervisor Grijalva responded that it would be possible to have a quality, smaller scale fireworks show in the softball field; However, he will need to find out about the minimum seating distance requirements. He advised that he is scheduling a meeting with the Fire Marshall and Jean Starr from Pyro Spectacular to determine the specifics. COMMISSIONER CHICO Commissioner Chico asked what type of displays would be used. CHAIR DIAZ Chair Diaz suggested holding a meeting after Supervisor Grijalva has met with the Fire Marshall and Jean Starr.
