The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Theresa Chico, Erlinda Duran, Paula Fraijo; Chair Dan Diaz Absent: Commissioner Belen Zepeda Also present: Rod Posada, Director of Public Works; Dan Grijalva, Recreation Supervisor; Camille Diaz, Assistant for Administrative Services; and Linda Kimbro, Deputy City Clerk SWEARING IN OF COMMISSIONERS Paula Fraijo was sworn -in by Deputy City Clerk Kimbro as reappointed Parks & Recreation Commissioner for a term expiring December 31, 2003, APPROVAL OF MINUTES The minutes of the meeting of December 6, 2000, were approved as submitted on the motion of Commissioner Chico, seconded by Commissioner Duran, and unanimously approved, Commissioner Zepeda absent. DIRECTOR OF PUBLIC WORKS UPDATE Director of Public Works Posada presented his update and discussed items as follows: El Nido Park is progressing satisfactorily. Grading has been completed; bases for street lights have been installed; sidewalks will be installed shortly. Commission input will be sought at a later time relating to playground equipment, which was not a part of the contract. • Backstops for the ball field will be ready by February 1st. Subsequent to Commission discussion, it was decided that the backstops will be painted. • Brick dust for ball field will also be ready by February ISt RECREATION SUPERVISOR UPDATE DRUG AWARENESS Manuel Almazan, Mayor Pro Tem, presented an update PROGRAM UPDATE on the upcoming Drug Awareness Workshop, and discussed the purpose and goals: • Safety of all residents • Methods of identifying drug users and dealers • Providing assistance to "get out' Mr. Almazan advised that the title of the workshop will be "Life After the Party," and will be conducted by Mr. Clyde Brown, an award-winning musician who became heavily involved in the drug scene. He noted that the workshop will also provide handouts and resources, e.g., web sites. Mr. Almazan encouraged cooperation between the Parks & Recreation Commission and the Recreation Department in making drug awareness an ongoing program. Subsequent to general discussion, it was decided that the workshop should be open to all ages; should encourage participation of parents, not only in the workshop but in the lives of their children as well. Discussion was held relating to the importance of the police park patrol and the positive aspects of reinstituting the program. Commissioners made the following suggestions: • Request staff to attend the workshop so that they can be aware and available to lend assistance. • Implementation of a "Drug Hotline." • Post flyers on church bulletin boards; schools; bus stop area; bus; gym; distribute door-to-door. • Conduct workshop in the gym. • Conduct first workshop on Saturday and elicit input as to what would be the most convenient day and time to attract participants. • Conduct a survey at the workshop to determine topics of interest for future workshops. PARKS & RECREATION COMMISSION MINUTES JANUARY 3, 2001 REGULAR MEETING PAGE 3 Mr. Almazan advised that the workshop will include raffle prizes and refreshments in order to encourage participation. BEAUTIFICATION Chair Diaz discussed his desire to beautify the gazebo OF GAZEBO AREA area in some way. The following suggestions were made: Use of plants in pots for ease of replacement. Competitions held between individual civic groups, or individuals, each with a designated area for creating its own garden. Director of Public Works Posada offered any assistance needed by way of equipment, plants, etc., should it be decided that a citizens committee would maintain a garden. He noted that such a community effort would instill pride in the project. He pointed out that gardens are labor intensive and costly to maintain. Chair Diaz requested that this item return at the next meeting. COMMISSIONER ITEMS COMMISSIONER CHICO Commissioner Chico conveyed her preference of having the puppets at the recreation activities rather than the magician. COMMISSIONER FRAIJO Commissioner Fraijo thanked the Recreation Department for distribution of extra Christmas stockings to local pre- schools and Children's Hospital. COMMISSIONER DURAN Commissioner Duran discussed the need and importance of the police park patrol. COMMISSIONER FRAIJO Commissioner Fraij o raised the possibility of having designated areas for activities such as roller blading, skateboarding, riding scooters, etc. COMMISSIONER CHICO Commissioner Chico requested that the "Park Patrol/ Curfew" issue be discussed at the next meeting. PARKS & RECREATION COMMISSION MINUTES JANUARY 3, 2001 REGULAR MEETING PAGE 4 SPONTANEOUS COMMUNICATIONS MANUEL ALMAZAN Manuel Almazan, Mayor Pro Tem, suggested that the Parks & Recreation Commission provide periodic reports to the City Council indicating needs and recommendations.
