IRWINDALE, CA 91706 The City of Irwindale Park & Recreation met in a regular scheduled meeting at the above time and place. ROLL CALL APPROVAL OF MINUTES PUBLIC WORKS UP- DATE Present: Commissioners: Theresa Chico, Paula Fraijo, Belen Zepeda, Erlinda Duran, and Chairman Diaz. Also present: Public Works Director Rod Posada, Recreation Supervisor Dan Grijalva, Recreation Coordinator Jackie Delgado, Assistant for Administrative Services Camille Diaz and Secretary Arline Miranda The minutes of December 6, 2000 were approved as amended on page 4; flag football is on Saturdays, not Sundays. Motion: Commissioner Fraijo Second: Commissioner Chico Public Works Director Rod Posada gave his report for the month to the Commission regarding El Nido Park. He informed the Commission that it would be approximately two months before it would be finished. After that they would be installing the play ground equipment. Mr. Posada said the air conditioner in the snack bar had been fixed. Chairman Diaz asked Mr. Posada about the periodic maintenance of the central air system in the gym. Mr. Grijalva explained that every few months the gym equipment is checked. If there is a problem, a service request is submitted and the response has been very good. Mr. Posada explained that the air conditioning system for the recreation department is maintained by Honeywell. The small units for the swimming pool and the post office is maintained by staff or a private service is called. Park & Recreation Minutes December 6, 2000 Chairman Diaz wanted to emphasize that whatever needs attention be maintained right away. This is a policy he wants kept up at all times. Commissioner Fraijo asked about the wood behind the backstop of the ball field and asked if it had been attended to. Also, the edge of the grass is supposed to be filled in with brick dust. Commissioner Fraijo suggested this all be done before leagues start in January. Mr. Grijalva informed the Commission he had spoken to Mr. Nunez, Parks Leadman of the City yard, and they had discussed the re- grading of the field, and the repair of the backstop. Mr. Posada assured the Commission all would be taken care of. Commissioner Chico asked Mr. Posada about the small cement sland on the post office parking lot. It is her opinion it is taking too much room up. Mr. Posada said he would check into it. Commissioner Chico asked about the warranty on the playground equipment that will be used on the El Nido Park. Ms. Chico stressed she hoped it would be a `good' warranty. Mr. Posada explained that the warranty for the El Nido Park would be by the same company that equipped the Irwindale Park and would be maintained by the same contract. Mr. Grijalva reiterated that with the stricter laws of the State of California, all equipment has to be certified. Mr. Posada suggested that next year some new equipment could be placed on the budget for approval. Park & Recreation Minutes December 6, 2000 Commissioner Duran asked about the guarantee for the Christmas Tree lights on the streets. She had noticed there were several there were not working properly. Mr. Posada explained that it was nothing to do with the decorations. Southern California Edison didn't always know the power source for the light wasn't working until the lights had been connected. Contact has been made with Edison, and they are trying to correct the problem. The Commission expressed their admiration for the decorations and thanked Administration Assistant Camille Diaz for her selection of the decorations. RECREATION COORDINATOR Recreation Coordinator Jackie Delgado (Christmas Program) informed the Commission that the Christmas Tree Lighting Ceremony would be Thursday, December 14th at 6:00 p.m. behind the gym. If it should rain, the program will be taken inside the gym. Commissioner Fraijo asked Ms. Delgado if she was aware that the elementary and high schools were also performing the same evening. Ms. Delgado answered no, she was not aware of that information. Commissioner Fraijo asked that in the future, the times should be checked so there wouldn't be a conflict with the schools. Ms. Delgado agreed. Ms. Delgado told the Commission that the Christmas program would consist of the Tiny Tots performing a couple of songs; the drill team would be also performing, and, there will be a Christmas magic show. Of course, Santa Claus will be distributing stockings to the children! ADMINISTRATIVE ASSISTANT Administrative Assistant Camille Diaz approached the Commission. Ms Diaz informed the Commission of the numerous Park & Recreation Minutes December 6, 2000 discussions between the community, Council and staff regarding the consideration of the elderly and the very young, at the Christmas Program whenever the program is to be held outside. The Council has respectfully requested that the Commission accommodate these people by having some of the activities held inside. It was requested, if possible, that the crafters and their tables be provided with space in the foyer area. Ms. Diaz said this request is also a recommendation from the City Manager's office. Park & Recreation Supervisor Grijalva was receptive to the suggestion and told Ms. Diaz the crafters were welcome to use the foyer for their tables. Chairman Diaz was also receptive to the suggestion and commented that last year's program was very `Christmasy' being held outside and the response from the community had been very good. Commissioner Zepeda commented that she had attended a program at another City during the early afternoon and it was quite successful. DRUG AWARENESS UP -DATE Mr. Grijalva reported that he had met with City Manager Blancarte and Administration Assistant Camille Diaz earlier in the day. Mr. Blancarte is currently making arrangements with a presenter of drug awareness programs. Commissioner Chico asked what the presented did. Mr. Grijalva explained that it was his understanding that the presenter made arrangements and organized the times and dates of the speakers; gathered materials and handled all the other details in setting up a workshop program. As soon as the presenter sets up a finalized date, notices will go out to everyone. Mr. Posada thought perhaps a landscaper may be required. Chairman Diaz requested it be kept on the agenda for the next meeting. Commissioner Duran suggested having trips to museums and programs that are educational as well enjoyable. None There being no further business, Chairman Diaz adjourned the meeting at 6:40 p.m...
