The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Carol B. Hernandez, Erlinda Duran,
Paula Fraijo; Vice Chair Belen Zepeda; Chair Dan Diaz
Also present: Dan Grijalva, Recreation Manager; Mike Rados, Public
Works Manager; and Armando Hegdahl, Records Clerk
COMMISSION REORGANIZATION
RECORDS CLERK Records Clerk Hegdahl explained that it would be appropriate to
HEGDAHL conduct the reorganization of the Parks & Recreation Commission
and opened the floor to nominations for the position of Chair.
COMMISSIONER Commissioner Fraijo nominated Dan Diaz to serve as Chair.
FRAIJO
There being no further nominations, Records Clerk Hegdahl closed
the floor to nominations and, on a call for the vote, Dan Diaz was
unanimously appointed to the position of Chair.
CHAIR DIAZ Chair Diaz resumed the chair and opened the floor to nominations
for the position of Vice Chair.
COMMISSIONER Commissioner Zepeda nominated Commissioner Duran for the
ZEPEDA position of Vice Chair.
COMMISSIONER Commissioner Hernandez nominated Commissioner Fraijo for the
HERNANDEZ position of Vice Chair.
CHAIR DIAZ Chair Diaz nominated Commissioner Zepeda for the position of Vice
Chair.
There being no further nominations, Chair Diaz closed the floor to
nominations and, on a call for the vote, Paula Fraijo was
unanimously appointed to the position of Vice Chair.
APPROVAL OF MINUTES
MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Duran, to approve the minutes of the meeting held
January 7, 2004. The motion was unanimously approved.

RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva congratulated Vice Chair Fraijo on her
MANAGER GRIJALVA appointment and proceeded with the following update for the month
of January:
1) Special activities classes have begun.
2) Basketball games will begin February 15.
3) New programs will be mailed out next week.
CHAIR DIAZ Chair Diaz expressed interest in volunteering as a coach for the Lil'
Dunkers program.
RECREATION Recreation Manager Grijalva indicated that there are four teams for
MANAGER GRIJALVA children ages 10 through 14, with nine players on each team. There
are six children on each team among the six to nine year olds. Also,
the Lil' Dunkers program has 23 children enrolled and the
cheerleading program has over 20 children enrolled.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva indicated that Frontline Sports Management will provide a
one -day basketball training on February 14tH
VICE CHAIR FRAIJO Vice Chair Fraijo suggested that the weights in the weight room be
properly labeled.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva indicated that the skate park conference had information
relating to the opening of new skate parks. Also, Assistant City
Manager Diaz advised that a floorplan for rules and regulations for
the skate park will likely be ready in April. He indicated that said
rules and regulations will be discussed between Assistant City
Manager Diaz, Chief of Police De Ladurantey, Public Works
Manager Rados, and himself; and that the Commissioners are
welcome to discuss any concerns with the aforementioned
individuals.
COMMISSIONER In response to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva indicated that the Baldwin Park Skate Park is
technically supervised via surveillance cameras. However, they
have not reported any significant accidents or injuries.
PARK MASTER PLAN — STATUS UPDATE
PUBLIC WORKS Public Works Manager Rados proceeded with the following update:

RADOS 1) The existing park is approximately 47% complete.
2) The new park is approximately 14% complete.

VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Public Works
Manager Rados advised that the level of the infield at the baseball
field has been raised for drainage and there will be new dugouts
constructed. The wall at the back of the diamond will remain for
now. He further advised that the estimated completion date for the
existing park (except for the baseball field) is March 31. He also
indicated that management will decide whether to fence off the
baseball field to restrict access until it is ready for use.

ADJOURNMENT There being no further business to conduct, the meeting was
adjourned at 6:20 p.m.
