The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Erlinda Duran, Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: Camille Diaz, Assistant City Manager; Mike Rados, Public Works Manager; Dan Grijalva, Recreation Manager; Laura Nieto, Deputy City Clerk; and Armando Hegdahl, Records Technician SPONTANEOUS COMMUNICATIONS DAVID FRAIJO Sergeant David Fraijo, of the Irwindale Police Department, provided details on Police Department's plans for patrolling the City parks during the summer. He advised that the Police Department will maintain close contact with the Recreation and Public Works Department to correct concerns and avoid future problems. He added that there will be extra patrolling during special park events, such as night swimming. He also provided details on the duties and responsibilities of the officers on park patrol. CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Chair Diaz, to approve the Consent Calendar. The motion was unanimously approved. ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held June 1, 2011. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) The 4th of July Fiesta was well-received. However, many of the attendees began leaving early since the City did not hold a fireworks show. Many of the organizations that participated in selling items also did well. 2) Twenty-five attended the beach trip held recently and 32 have signed up for the next trip. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING JULY 6, 2011 PAGE 2 3) Twelve girls are participating in the volleyball program. Staff member Amanda Orosco is coordinating this program. 4) The whiffle ball program is also doing well with many participants. 5) The fliers encouraging sign-ups for the flag football program have already been distributed. 6) Movie Madness in the Park will begin on July 11, with teens selling food and other treats. 7) The Music in the Park program will begin on July 7. 8) The Camp Out trip was cancelled due to low interest. However, another trip has been scheduled for August. 9) The swim and pool programs are doing very well. COMMISSIONER ITEMS CHAIR DIAZ Chair Diaz spoke on the need for police patrol at the parks during the weekends. Responding to a question by Chair Diaz, Sergeant Fraijo advised that there have not been many problems in the parks to this point. VICE CHAIR FRAIJO Vice Chair Fraijo thanked Sergeant Fraijo for the information he provided. COMMISSIONER In response to a question by Commissioner Duran, Recreation DURAN Manager Grijalva advised that those who reserve sections in the park are informed that music is allowed provided it does not exceed the set decibel level nor the established hours. He added that DJ's are not allowed to perform in the parks. Commissioner Duran also commented on an incident involving paramedics and police that occurred near Irwindale Park. COMMISSIONER In response to a comment by Commissioner Lopez regarding the LOPEZ possibility of raising funds to host future fireworks shows, Vice Chair Fraijo wondered whether the Chamber of Commerce could assist somehow. She stated that the attendees of said shows would likely visit local businesses. VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Assistant City Manager Diaz advised that, although the City Council has the authority to re -implement the 4th of July Fireworks shows, it is aware that the City is operating under a $1 million deficit. She added that the City would also have to factor in the costs of overtime for staff, including Recreation workers and Police Officers, in addition to the cost of the fireworks show itself.
