The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Veronica S. Barbosa-Lara, Carol B. Hernandez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: Camille Diaz, Assistant City Manager; Mike Rados, Public Works Manager; Dan Grijalva, Recreation Manager; and Armando Hegdahl, Records Technician SPONTANEOUS COMMUNICATIONS DAVE CARSON Dave Carson, from the KARE Youth League, informed the Commission that his organization is working with the City's Planning Department with regard to scaling back its project, invited the commissioners to a track meet to be held on August 5th, and stated that the organization may have football players that can play with or against City teams. THERESA CHICO Theresa Chico spoke highly of this year's National Night Out event and asked about repairs at the park plaza. CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Barbosa, to approve the Consent Calendar. The motion was unanimously approved; Commissioner Hernandez abstaining. ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held July 7, 2010. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) The National Night Out event enjoyed a great turnout, thanks in part to a very entertaining basketball game. 2) Everyone seems to enjoy the Movie Madness activities held on Monday nights, which averages between 50 and 70 participants. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING AUGUST 4, 2010 PAGE 2 3) The Summer Bridge program is also doing very well with an average of 15 participants. 4) The volleyball program has very steady participation by the 11 participants. The games are held on Mondays and Wednesdays. 5) Another Family Night Out event will be held next weekend. 6) The Music in the Park program is also excellent at bringing in a multitude of attendees, all of which enjoy the activities. NEW BUSINESS None. COMMISSIONER ITEMS VICE CHAIR FRAIJO Vice Chair Fraijo asked about the children's t -ball program, to which Recreation Manager Grijalva advised that the program has about 12 participants and is going very well because the children have a good time. CHAIR DIAZ Chair Diaz asked about the basketball game held on the National Night Out event, to which Recreation Manager Grijalva spoke about the final score and the enthusiasm of the players. NEW BUSINESS ITEM NO. 3A FLAG FOOTBALL GUIDELINES AND PROCEDURES (verbal FLAG FOOTBALL discussion requested by Commissioner Barbosa) GUIDELINES AND PROCEDURES COMMISSIONER Commissioner Barbosa reiterated that the flag football program BARBOSA should end its registration period at a certain time. She also spoke on the need to hold clinics. RECREATION Recreation Manager Grijalva advised that staff will visit local schools MANAGER GRIJALVA to show movies and pass out fliers to solicit participants in the football program. VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Dave Carson indicated that his KARE Youth League football team is available to play with or against City teams. Vice Chair Fraijo stated that more participation could be achieved if residents received a flier that advertised only this program, rather than receiving a calendar showing all activities. COMMISSIONER Commissioner Barbosa asked about fees for the flag football BARBOSA program, to which Recreation Manager Grijalva advised that it costs $25 for residents to participate. She also asked about a donation received last year, to which Recreation Manager Grijalva indicated PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING AUGUST 4, 2010 PAGE 3 that the donation was used for late registrations. He also spoke on the fundraiser held recently. VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager Grijalva advised that signups will be accepted at the Music in the Park concert. He added that fliers advertising the program have not been sent out. COMMISSIONER Commissioner Barbosa stated that individual program fliers are no BARBOSA longer being sent to residents because of the high cost to do so. ASSISTANT CITY Assistant City Manager Diaz advised that input has been received by MANAGER DIAZ staff indicating that residents generally do not read the fliers that are mailed to them. THERESA CHICO Theresa Chico expressed her opinion that residents do not read calendars, but do read fliers that advertise only one event each. VICE CHAIR FRAIJO Vice Chair Fraijo wondered whether the City Yard workers were able to make the repairs to the plaza, as suggested by Theresa Chico, to which Public Works Manager Rados advised that the repairs would create a major project that would need to be contracted out. He added that funding is not currently available to make the repairs. COMMISSIONER Commissioner Barbosa asked whether funding for the repairs can be BARBOSA arranged for next year's budget, to which Assistant City Manager Diaz advised that staff can research this matter along with the City Engineer. COMMISSIONER Commissioner Zepeda asked about the safety of the swing set at the 9AR CSA` park, to which Public Works Manager Rados advised that the manufacturer has provided a retrofit kit for the swings which staff will install. VICE CHAIR FRAIJO Vice Chair Fraijo wondered why a metal object protruding from the ground at the park. Public Works Manager Rados indicated that he will look into this matter. CHAIR DIAZ Chair Diaz asked about the condition of the Little Park, to which Public Works Manager Rados stated that it is not as bad as it used to be.
