The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Erlinda Duran, Marguerite S. Lopez (arrived at 6:03 p.m.), Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: Camille Diaz, Assistant City Manager; Kwok Tam, Director of Public Works; Priscilla Zepeda, Recreation Supervisor; and Armando Hegdahl, Records Technician COMMISSION REORGANIZATION RECORDS TECHNICIAN Records Technician Hegdahl explained that it would be appropriate HEGDAHL to conduct the re -organization of the Parks & Recreation COMMISSIONER DURAN CHAIR DIAZ SPONTANEOUS COMMUNICATIONS CONSENT CALENDAR Commission and opened the floor to nominations for the position of Chair. Commissioner Duran nominated Commissioner Diaz to serve as Chair. There being no further nominations, Records Technician Hegdahl closed the floor to nominations and, on a call for the vote, Commissioner Diaz was unanimously appointed to the position of Chair; Commissioner Lopez absent. Commissioner Diaz resumed the Chair and opened the floor to nominations for the position of Vice Chair. Chair Diaz nominated Commissioner Fraijo to serve as Vice Chair. There being no further nominations, Chair Diaz closed the floor to nominations and, on a call for the vote, Commissioner Fraijo was unanimously appointed to the position of Vice Chair, Commissioner Lopez absent. There were no speakers. MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Duran, to approve the Consent Calendar. The motion was unanimously approved. PARKS & RECREATION COMMISSION MINUTES FEBRUARY 6, 2013 REGULAR MEETING PAGE 2 ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held December 5, 2012. RECREATION MANAGER UPDATE RECREATION Recreation Supervisor Zepeda presented the following update: SUPERVISOR ZEPEDA 1) The gym floor was re -surfaced the week of January 8. Most programs as well as the weight room and the cardio room remained open during that time. 2) The Irwindale Competition Cheerleaders placed 3rd in a competition that took place January 12. 3) A Movie Night event took place on January 25 at Merwin School. A representative from Manzanita School has scheduled their Movie Night for later this year. 4) The Tiny Tots began their annual See's Candy fundraiser on January 24 and will continue until February 14. COMMISSIONER ITEMS VICE CHAIR FRAIJO Responding to several questions by Vice Chair Fraijo, Recreation Supervisor Zepeda advised that only three signups for basketball have been received, that fliers approved by the Covina Valley School District were left at Merwin, Manzanita, and Las Palmas schools to solicit participants in the program, that several individuals have called to ask about sponsorships, that the cost to participate in the program is $25 for residents and $45 for non-residents plus a $10 commitment fee, and that staff can check into soliciting sponsorships from the IPOA. COMMISSIONER Responding to a question by Commissioner Lopez, Director of Public LOPEZ Works Tam advised that the lighting at the Skate Park has been repaired. Also, staff has submitted a grant request to the county for funding to repair damaged tiles at the park. If funding is received, the repairs will be made. VICE CHAIR FRAIJO Vice Chair Fraijo asked to agendize the status of the swimming pool and what efforts are being made to have it available and ready for the summer activities. COMMISSIONER Commissioner Lopez apologized for arriving late and noted that her LOPEZ son is participating in a fundraiser for the Northview High School Band. PARKS & RECREATION COMMISSION MINUTES FEBRUARY 6, 2013 REGULAR MEETING PAGE 3 CHAIR DIAZ Chair Diaz spoke on recent problems at EI Nido Park, such as people releasing their dogs from their leashes, people closing the gates, staying at the park after dark, jumping over the gates, and breaking tree branches. VICE CHAIR FRAIJO Vice Chair Fraijo suggested to Chair Diaz that he call the police if he sees similar problems in the future. COMMISSIONER Commissioner Duran asked when the park gates are locked, to DURAN which Chair Diaz advised that they are locked at 9:00 p.m. Commissioner Duran then asked whether there have been many problems at the Skate Park restrooms, to which Director Tam advised that there have not been many. CITY MANAGER QUESTIONS AND ANSWERS None.
