The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Erlinda Duran, Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: Camille Diaz, Assistant City Manager; William Tam, Director of Public Works; Dan Grijalva, Recreation Manager; and Armando Hegdahl, Records Technician SPONTANEOUS COMMUNICATIONS TERRY CHICO Terry Chico said that questioned why she was required to pay the $25 hourly fee for the use of the kitchen for the Music in the Park concert. She acknowledged that she was offered an application to request a fee waiver. ASSISTANT CITY Assistant City Manager Diaz advised that the City Council adopted a MANAGER DIAZ fee waiver policy in 2005 that would need to be followed by staff. She said that waivers can be approved by either the City Manager or the Council, depending on the amounts. CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Duran, to approve the Consent Calendar. The motion was unanimously approved. ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Special meeting held April 4, 2013. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) All programs continue as scheduled. 2) Staff is very happy with the work being done at the swimming pool. PARKS & RECREATION COMMISSION MINUTES MAY 1, 2013 REGULAR MEETING PAGE 2 COMMISSIONER ITEMS COMMISSIONER Commissioner Duran asked if the pool will be open by July 4th, to DURAN which Recreation Manager Grijalva confirmed that it would be. VICE CHAIR FRAIJO Responding to several questions by Vice Chair Fraijo, Recreation Manager Grijalva advised that the lifeguards will receive training; two schools from EI Monte are utilizing the park and the pool; and Athens will be sponsoring the 4th of July fireworks show this year. COMMISSIONER Commissioner Lopez asked whether there are plans to keep the pool LOPEZ open one more night each week for the summer, to which Recreation Manager Grijalva advised that there is no money in the budget to do so. CHAIR DIAZ Chair Diaz asked about flag football, to which Recreation Manager Grijalva advised that fliers will be sent to local little leagues to seek participants. The same applies to youth basketball. VICE CHAIR FRAIJO Vice Chair Fraijo asked several more questions, to which Recreation Manager Grijalva indicated that the day camp trips are all going as planned and eight Summer Youth workers will be working for the Recreation Department. TERRY CHICO Terry Chico asked if there could be four swim nights during the summer, to which Recreation Manager Grijalva advised that there is not enough money in the budget to allow it. She then asked about the park plaza, to which Director Tam advised that it will be worked on during the last phase of the park projects that were identified early last year. He added that staff is currently working on the swimming pool project, with the library improvements being planned as the second project. The third project consists of repairs to the park plaza and the gazebo. VICE CHAIR FRAIJO Vice Chair Fraijo asked about the timeline for the project, to which Director Tam advised that, once the pool project is completed, the library project will be worked on for the following three to four months. The goal is to have it completed before summer 2014. COMMISSIONER Commissioner Duran asked about the work that will be done at the DURAN Library, to which Director Tam indicated that the restroom facilities would be brought up to ADA standards and energy-efficient improvements will be implemented. There are no plans to make the building larger due to budget constraints. PARKS & RECREATION COMMISSION MINUTES MAY 1, 2013 REGULAR MEETING PAGE 3 COMMISSIONER Commissioner Lopez asked about repairs at the Skate Park, to LOPEZ which Director Tam indicated that the pavement has been repaired and that trees that were causing damaged were replaced. VICE CHAIR FRAIJO Vice Chair Fraijo noted that there are dry spots in the grass at the park, to which Director Tam stated that staff is working on this matter and hopes to incorporate a fix into the last project. Vice Chair Fraijo suggested that perhaps the Summer Youth workers can water them. CHAIR DIAZ Chair Diaz reported seeing people playing soccer in the parks despite the sign that prohibits it. COMMISSIONER Commissioner Lopez suggested looking into obtaining volunteers to LOPEZ help keep the pool open more nights, to which Vice Chair Fraijo indicated that doing so would bring up liability issues. VICE CHAIR FRAIJO Vice Chair Fraijo suggested that another night of swimming be added to the budget once it becomes feasible, to which Assistant City Manager Diaz noted that the City still has a $3.5 million deficit. CITY MANAGER QUESTIONS AND None.
