The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Erlinda Duran, Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: William Tam, Director of Public Works; Dan Grijalva, Recreation Manager; and Armando Hegdahl, Records Technician SPONTANEOUS COMMUNICATIONS There were no speakers. CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Duran, to approve the Consent Calendar. The motion was unanimously approved. ITEM NO. 1A MINUTES RECREATION MANAGER UPDATE RECREATION MANAGER GRIJALVA NEW BUSINESS ITEM NO. 3A PARK -PLAZA -GAZEBO IMPROVEMENT PROJECT — VERBAL REPORT MINUTES The following minutes were approved as presented: 1) Special meeting held September 19, 2013. Recreation Manager Grijalva presented the following update: 1) The trips to CityWalk and Castle Park were both cancelled due to a lack of registrations. PARK -PLAZA -GAZEBO IMPROVEMENT PROJECT —VERBAL REPORT DIRECTOR TAM Director Tam noted that the landscape architect, Mr. Steven Ormenyi, revised the plans for the park based on the input received at the last commission meeting. He then introduced Mr. Ormenyi. STEVEN ORMENYI Steven Ormenyi discussed the plans and summarized the changes he made, which included changes to the size of the spaces used by PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING OCTOBER 2, 2013 PAGE 2 non-profit vendors, the addition of benches, lighting, the inclusion of a basketball court with special lighting, a new bus turnout lane, and additional space in front of the stage. VICE CHAIR FRAIJO Vice Chair Fraijo asked about lighting styles and control, to which Mr. Ormenyi advised that the lighting can be controlled by a toggle switch that could be located inside the gym. He noted that the lights can be dimmed on certain occasions. RECREATION Recreation Manager Grijalva noted that the lighting at the basketball MANAGER GRIJALVA court can be controlled by a toggle switch on a separate breaker. STEVEN ORMENYI As requested by Mr. Ormenyi, Recreation Manager Grijalva described the setup for the Movies in the Park events. VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Mr. Ormenyi indicated that the flowering trees remain a part of the plans. STEVEN ORMENYI Mr. Ormenyi proceeded to discuss a potential problem with the lawn area. He explained that the roots are so thick that the ground cannot be tilled. He explained the options available and noted that the grass area may need to be closed off to the public for several months during the summer. DIRECTOR TAM Director Tam noted that the options available are entirely contingent on the amount of funding available. VICE CHAIR FRAIJO After discussing the effectiveness of the proposed pavers, Vice Chair Fraijo expressed concern on their safety since they are relatively new, to which Recreation Manager Grijalva responded by saying that the commission can visit a location that currently uses the proposed pavers to further study their effectiveness. Vice Chair Fraijo stated that she is very excited about the project. She also asked if any feedback has been received by the community, to which Recreation Manager Grijalva confirmed that none have been received. DIRECTOR TAM Director Tam noted that the entire resident base of Irwindale was invited to attend the previous commission meeting to provide input on the plans. However, nobody attended the meeting. He said that, in an effort to further inform the community of the status of the project, copies of the plans are on display in the outer Council Chambers. Information was also provided in the Weekly Update. COMMISSIONER Commissioner Zepeda also stated that she is very excited about the ZEPEDA project. PARKS & RECREATION COMMISSION MINUTES OCTOBER 2, 2013 REGULAR MEETING PAGE 3 COMMISSIONER Commissioner Duran stated that the plans look beautiful. DURAN COMMISSIONER ITEMS VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Recreation Manager Grijalva advised that the City does not lose money on field trips that are cancelled. Vice Chair Fraijo also suggested cleaning the carpet. COMMISSIONER Commissioner Lopez spoke on the safety of the parking lot on Allen LOPEZ Drive and asked if there should be another entrance, to which Recreation Manager Grijalva and Commissioner Zepeda advised that a second entrance has been previously closed by the City due to individuals speeding through it. CHAIR DIAZ Chair Diaz reported that several lights at the Veterans' Memorial were out and that there is corrosion on the bleachers at the baseball diamond. CITY MANAGER QUESTIONS AND ANSWERS None.
