The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.

Present: Commissioners Marguerite S. Lopez, Belen Zepeda;
Vice Chair Paula Fraijo; Chair Dan Diaz
Absent: Commissioner Erlinda Duran
Also present: William Tam, Director of Public Works; Dan Grijalva,
Recreation Manager; and Armando Hegdahl, Records Technician
There were no speakers.
MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Lopez, to approve the Consent Calendar. The motion
was unanimously approved; Commissioner Duran absent.
ITEM NO. 1A MINUTES
MINUTES
The following minutes were approved as presented:
1) Regular meeting held October 2, 2013.
2) Special meeting held October 19, 2013.
RECREATION
MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
1) There are 12 children enrolled in the Tiny Tots program. The Tiny
Tots recently visited the Heritage Farm Pumpkin Patch in La
Verne. They also toured the Recreation Department, City Hall,
and the Police Department for candies for Halloween.
2) Twelve kids have registered to participate in the video game
competition, scheduled for Saturday. The event is being
sponsored by several local stores.
3) The piano class is currently full.
4) The Latin Groove class has eight students.
5) The Yoga at Noon class has 12 students.
6) A teen trip to Knott's Scary Farm was held recently.
7) Nineteen attended the adult family trip to Oak Glen.
8) A trip to the Camarillo Outlet has been scheduled for November
16.

9) A Veterans' Day Ceremony has been scheduled for November
11. The Teen Club will be collecting donations for the "Operation:
Appreciation" campaign, which was formed to collect items to
send care packages to overseas troops and for donation to a
local VA hospital.
10)He thanked all the participants of the Holiday Spooktacular. He
estimates that about 500 people attended the event. Also, about
$670 was raised between the Cheer, Tiny Tots, and Teen Club.
11)Twenty-one participated in the pumpkin decorating contest.
12)The Christmas Spectacular and Mayor's Tree Lighting event has
been scheduled for December 6, in front of City Hall.
DESIGN DEVELOPMENT PACKAGE PRESENTATION
STEVEN ORMENYI Steven Ormenyi, of Ormenyi & Associates, presented modifications
to the design for the park, based on input received from the
Commission.
COMMISSION Commission discussion was held to address matters such as
DISCUSSION landscaping, the concrete to be used at the plaza area, the
basketball court, the memorial garden, the proper maintenance of
the plant life at the garden, and the brand new picnic building.
VICE CHAIR FRAIJO Vice Chair Fraijo asked about the design of the memorial garden, to
which Director Tam advised that the intent is to grant individuals the
opportunity to put in plaques, for example. He added that there will
be seating areas around the garden.
STEVEN ORMENYI Steven Ormenyi stated that there could be a wall placed in front of
the garden where people could place plaques with the names of their
deceased loved ones. There could be different levels of donations
that determine the type of memorial that is used.
COMMISSIONER Commissioner Lopez noted that the City of Hope has bricks with
LOPEZ names on them. This may be an idea that could be used for the
Irwindale memorial garden.
DIRECTOR TAM Director Tam advised that staff would need to adopt a policy for the
placement of memorial plaques at the garden.
VICE CHAIR FRAIJO Vice Chair Fraijo asked about the proposed fountain and stated that
the fountain would be the focus point of the park and, as such,
should be very beautiful.

STEVEN ORMENYI Steven Ormenyi indicated that a rendering of the proposed fountain
can be brought forward at an upcoming meeting. He said that there
are currently no plans to include lighting at the fountain.
COMMISSION Commissioner Zepeda asked about the bus stop at the park, after
ZEPEDA which the Commission discussed the design for the pickup area.
Director Tam suggested possibly striping a parking lane and
installing appropriate signage.
VICE CHAIR FRAIJO Vice Chair Fraijo asked whether members of the community have
provided input, to which Recreation Manager Grijalva advised that
zero comments have been received. Vice Chair Fraijo stated her
excitement in this project.
COMMISSIONER ITEMS
VICE CHAIR FRAIJO Vice Chair Fraijo complimented the Recreation Department for the
great job in arranging the Halloween event and noted that it was very
successful. She lamented that not a lot of people attend the
Christmas events.
RECREATION Recreation Manager Grijalva commended his department staff,
MANAGER GRIJALVA particularly Priscilla Zepeda, for their hard work.
COMMISSIONER Commissioner Lopez commended the Recreation Department on the
LOPEZ success of its Halloween Spooktacular and bingo.

adjourned at 7:14 p.m.
