The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Erlinda Duran, Marguerite S. Lopez, Belen
Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz
Also present: William Tam, Director of Public Works; Dan Grijalva,
Recreation Manager; and Armando Hegdahl, Records Technician

COMMUNICATIONS There were no speakers.
CONSENT CALENDAR
MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Lopez, to approve the Consent Calendar. The motion
was unanimously approved; Commissioner Duran abstaining.
ITEM NO. 1A MINUTES

The following minutes were approved as presented:
1) Regular meeting held November 6, 2013.
RECREATION
MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
1)
The Classic Video Game Challenge held recently went very well
with 39 registered participants and 65 in attendance. This is the
first time this type of event is held and, since it was so successful,
staff will organize future challenges that will feature different
game categories.
2)
The Teen Club has started their "Operation Appreciation"
fundraiser. The club has adopted 12 troops that they'll be sending
care packages and writing letters to.
3)
The teens also helped serve food and clean at the Seniors'
Thanksgiving Day Dinner. The Tiny Tots also performed songs
for the seniors.
4)
A trip was held to the Camarillo outlets during November.
5)
The annual Christmas Spectacular and Mayor's Tree Lighting
Ceremony will begin at 6 pm on Friday.
6)
During the Christmas break, the teens and Day Camp will go
watch a movie at the AMC Theatre.
7)
The December 14 trip to Disney on Ice is sold out.

8) The teens will attend a trip to Knott's Berry Farm on December
27; the Day Camp will go on the 30tH
9) A trip to Mission Inn has been scheduled for December 30.

ITEM NO. 3A PARK — PLAZA- GAZEBO IMPROVEMENT PROJECT—VERBAL

STEVEN ORMENYI Steven Ormenyi, of Ormenyi and Associates, presented updates to
the design and layout of the proposed improvements at the park /
plaza / gazebo area. He discussed the fountain area, the plaza area,
and the designs for the fountain and the benches.
VICE CHAIR FRAIJO Responding to several questions by Vice Chair Fraijo, Mr. Ormenyi
advised that the palm trees will be about 18 feet tall when planted at
the park. She also asked whether there will be picnic tables at the
new concrete areas, to which Mr. Ormenyi confirmed that there
would be.
Vice Chair Fraijo suggested that bricks be made available to the
community should somebody want the name of their loved one
engraved on it before it is installed in the memorial garden.
DIRECTOR TAM Director Tam advised that Phase One of the project should be
complete by June 2014. The plaza area will be untouched until after
the Music in the Park Program and any other summertime activities
be concluded.
COMMISSIONER Commissioner Zepeda asked whether the Easter program will still be
ZEPEDA held, to which Recreation Manager Grijalva confirmed that it will be
held; however, it would be located at an area that's away from
construction.
STEVEN ORMENYI Steven Ormenyi then discussed trees and the bus turnout lane.
COMMISSIONER Responding to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva noted that electricity boxes at the picnic areas had
been vandalized in the past.
STEVEN ORMENYI Mr. Ormenyi then introduced Mr. Doug Stewart, the fountain
consultant, who then discussed the proposed fountain as well as its
safety, the type of pump it would use, maintenance, and lighting. He
added that a maintenance manual will be provided to city staff.

Mr. Ormenyi indicated that the lighting colors at the fountain can be
controlled by staff.
DOUG STEWART Mr. Stewart then explained the water filtering process at the fountain.
VICE CHAIR FRAIJO Vice Chair Fraijo asked about the materials to be used at the
fountain, to which Mr. Ormenyi indicated that it will include light blue
colored tile on the inside and light tan colored cement on the outside.
The fountain will include skate stoppers.
STEVEN ORMENYI Mr. Ormenyi asked whether the benches at the park should have
backs, to which Vice Chair Fraijo suggested that not all benches
should have backs. Mr. Ormenyi also spoke on the type of basketball
hoops that will be used. He added that staff plans on presenting the
plans to the Council in January.
COMMISSIONER ITEMS
VICE CHAIR FRAIJO Vice Chair Fraijo asked whether the video game competition
generated revenue, to which Recreation Manager Grijalva indicated
that it did not. Signups were free, and prizes were donated by local
sponsors. The cheerleaders, however, were able to raise some
funds by selling snacks.
COMMISSIONER Commissioner Lopez asked how the video games were selected, to
LOPEZ which Recreation Manager Grijalva indicated that staff had to choose
games that were appropriate for all ages.
CHAIR DIAZ Chair Diaz stated that he spotted a coyote recently during daylight
hours.
