The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Veronica S. Barbosa Lara, Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: William Tam, Director of Public Works; Dan Grijalva, Recreation Manager; and Armando Hegdahl, Records Technician COMMISSION REORGANIZATION RECORDS TECHNICIAN Records Technician Hegdahl explained that it would be appropriate HEGDAHL to conduct the re -organization of the Parks & Recreation Commission and opened the floor to nominations for the position of Chair. COMMISSIONER Commissioner Fraijo nominated Commissioner Diaz. FRAIJO ROLL CALL There being no further nominations, Records Technician Hegdahl closed the floor to nominations and, on a call for the vote, Commissioner Diaz was unanimously appointed to the position of Chair. CHAIR DIAZ Chair Diaz resumed the meeting and opened the floor to nominations for the position of Vice Chair. COMMISSIONER Commissioner Barbosa nominated Commissioner Fraijo. BARBOSA ROLL CALL There being no further nominations, Chair Diaz closed the floor to nominations and, on a call for the vote, Commissioner Fraijo was unanimously appointed to the position of Vice Chair. SPONTANEOUS COMMUNICATIONS CONSENT CALENDAR There were no speakers. MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Lara, to approve the Consent Calendar. The motion was unanimously approved. PARKS & RECREATION COMMISSION MINUTES JANUARY 7, 2015 REGULAR MEETING PAGE 2 ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held December 3, 2014. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) The Christmas program held December 5th went very well with approximately 350 to 400 people in attendance. He thanked all volunteers and the Police Department for bringing out their vintage police car. 2) Two family trips were held in December: one to Mission Inn and another to Disney on Ice. Both were very well received. 3) The Tiny Tots and the Teen Club participated in the Senior Christmas celebration. He thanked both clubs. 4) The Tiny Tots made a wonderful performance at the Christmas event. 5) The Tiny Tots also attended a trip to Build a Bear in December. 6) One Teen Trip was held to Six Flags Magic Mountain. 7) Two Day Camp trips were held: one to the movies and another to Knott's Berry Farm. 8) The gym floor was redone today and looks great. COMMISSIONER ITEMS COMMISSIONER Commissioner Barbosa was highly complementary of the Tiny Tots BARBOSA performance at the Christmas event and congratulated the Teen Club on their outstanding work. VICE CHAIR FRAIJO Vice Chair Fraijo asked whether there were any problems with the pool recently, to which Recreation Manager Grijalva advised that the winds were blowing recently and the leaves clogged the pump, but he added that he was able to correct the problem that same night. Vice Chair Fraijo expressed her pride in the wonderful programs that the Recreation Department offers the children of the community. She commended the entire department for their hard work. CHAIR DIAZ Chair Diaz spoke highly of the Christmas event. RECREATION Recreation Manager Grijalva thanked Recreation Supervisor Zepeda MANAGER GRIJALVA and his entire staff. PARKS & RECREATION COMMISSION MINUTES JANUARY 7, 2015 REGULAR MEETING PAGE 3 VICE CHAIR FRAIJO Vice Chair Fraijo suggested that more lights be placed on the train for next year's Christmas activities. COMMISSIONER Commissioner Barbosa noted that readjusting the snow area worked BARBOSA out very well for the children. NEW BUSINESS ITEM NO. 3A VERBAL REPORT REGARDING THE PARK -GAZEBO -PLAZA VERBAL REPORT IMPROVEMENT PROJECT REGARDING THE PARK -GAZEBO -PLAZA IMPROVEMENT PROJECT DIRECTOR TAM Director Tam advised that the project has commenced this week and demolition started today. He said that it will take several days to remove all the hardscape and that certain trees will be removed after demolition. Although the work is behind a few days due to recent rains, hopefully certain things can be expedited to make up for the delays. VICE CHAIR FRAIJO Vice Chair Fraijo thanked the Council for allocating funding for the project. She also asked whether the project will be completed in time for summer activities, to which Director Tam confirmed that it would be. COMMISSIONER Responding to a question by Commissioner Barbosa, Recreation BARBOSA Manager Grijalva advised that the grass area will be available for use in the Easter activities. ITEM NO.3B CONSIDERATION OF SOCCER USE IN CITY PARKS CONSIDERATION OF SOCCER USE IN CITY PARKS RECREATION Recreation Manager Grijalva discussed the staff report. MANAGER GRIJALVA VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Recreation Manager Grijalva advised that this matter came up for discussion since the local Options for Youth organization inquired about using the park for soccer practice. He stated that he had to inform them that the city ordinance prohibits soccer at the parks. DISCUSSION HELD Discussion was held regarding: PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING JANUARY 7, 2015 PAGE 4 1) Whether soccer should be allowed, and, if it was allowed, whether it would be beneficial to restrict soccer practice to a designated area; 2) How soccer could damage the park landscape; 3) Whether only organized youth games should be allowed; THERESA OLIVARES Theresa Olivares indicated that her daughter plays soccer and that they both would have to travel to outside parks to practice since it was not allowed inside Irwindale parks. She spoke on the health benefits of playing sports and requested that the Commission consider suggesting to the Council that it allow soccer playing at the park. BARBARA LOGAN Barbara Logan concurred with Mrs. Olivares and also requested that the Commission consider suggesting to the Council that it allow soccer playing at the park. VICE CHAIR FRAIJO Vice Chair Fraijo added that she also had three children that obtained scholarships thanks in part to their participation in sports. She said that sports creates respectful adults that can contribute to the City. MOTION A motion was made by Commissioner Barbosa, seconded by Vice Chair Fraijo, to allow for recreational use for participants under the age of 18, with the following tentative stipulations and restrictions: A) any soccer use is restricted to informal soccer practice only. 1) No scheduling of formal or practice soccer games. II) Participants shall not bring large equipment / goal posts on city property. Allowed equipment shall be restricted to small items such as soccer balls, cones, etc. B) Organized groups planning regular use of the park for soccer practice must submit a Use of Facility Application, along with a Certificate of Liability Insurance. C) Standard use fees will apply, similar fees required for use of the softball fields. D) A deposit shall be required to cover damages. The deposit will be used to cover expenses relative to turf preservation, as well as staff time for any additional repairs and maintenance required. Amount of deposit to be determined at a later date. III) Soccer practice shall be restricted to specific designated areas. The motion was approved; Chair Diaz opposed. COMMISSIONER ITEMS COMMISSIONER Commissioner Lopez requested that the Commission consider LOPEZ promoting the 2015 Special Olympics at the next meeting. VICE CHAIR FRAIJO Vice Chair Fraijo thanked the Recreation Department for a wonderful 2014 and expressed her confidence that 2015 will be just as good.
