The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Veronica S. Barbosa Lara, Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: William Tam, Director of Public Works; Dan Grijalva, Recreation Manager; and Armando Hegdahl, Records Technician SPONTANEOUS COMMUNICATIONS TERRY CHICO Terry Chico noted that the City Council at a recent Council meeting approved allowing soccer to be played at the City Park. She suggested that other sports, such as little league and baseball be allowed also. ROSIE GUERRERO Rosie Guerrero said it is not fair to allow soccer but not softball at the park. She also asked why the Lil Dunkers basketball program has not been held recently, to which Vice Chair Fraijo noted that it is due to a lack of signups for the program. Mrs. Guerrero also said that some parents feel that the recreation programs are too expensive, to which Vice Chair Fraijo stated that the recent bad economy forced the department to make cuts and fees were increased. RECREATION Recreation Manager Grijalva advised that the city's fees are still the MANAGER GRIJALVA lowest in California. For example, the fees that the city charges barely cover the costs for jerseys that some sports require. ROSIE GUERRERO Rosie Guerrero said that maybe local companies can make donations. VICE CHAIR FRAIJO Vice Chair Fraijo suggested that, should a child feel like he/she cannot participate in these programs due to a lack of funding, maybe they can speak to Recreation Manager Grijalva to look for ways to cover costs. She said that nobody should be excluded from participating. RECREATION Recreation Manager Grijalva advised that scholarships are available. MANAGER GRIJALVA CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Lopez, to approve the Consent Calendar. The motion was unanimously approved. PARKS & RECREATION COMMISSION MINUTES FEBRUARY 4, 2015 REGULAR MEETING PAGE 2 ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held January 7, 2015. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) The Tiny Tots had a field trip to the Aquarium of the Pacific on January 22"d 2) An upcoming trip to the Santa Monica Pier Promenade is scheduled for February 21't. Twenty three spots are available. 3) Cheer was cancelled due to a lack of interest. 4) No signups have been received for youth basketball and the Lil' Dunkers programs. 5) The Canvas class ended. There are 11 students registered for this program. 6) A new "Pint Sized Picassos" class for children ages 3 to 6 has been created where they will be able to paint on poster board using watercolors. Seven children have been enrolled in this class. 7) The Yoga class is very successful and continues to receive new applicants. 8) The Piano class is also accepting registrations at this moment. 9) A new "Playbillers" class has been created. There are currently 15 participants on the roster. Members of the club can choose plays and restaurants that they are interested in. Transportation is provided. 10)The gym floor was re -done and looks very nice. The janitorial service is doing a great job. 11)The Kidzone program will be closed the next two Mondays due to holidays. 12)A new "RecPro" software has been installed and is much nicer and user-friendly. COMMISSIONER ITEMS COMMISSIONER LOPEZ Commissioner Lopez requested that staff contact previous participants in the cheer program to inquire why the majority did not return, to which Recreation Manager Grijalva indicated that some of them have transitioned to high school. VICE CHAIR FRAIJO Vice Chair Fraijo noted that the program is open to children of any city. PARKS & RECREATION COMMISSION MINUTES FEBRUARY 4, 2015 REGULAR MEETING PAGE 3 RECREATION Recreation Manager Grijalva added that fliers are left at local schools MANAGER GRIJALVA to notify potential participants. Del Norte Little League is dwindling down in participants also. COMMISSIONER Responding to a comment by Commissioner Barbosa, Recreation BARBOSA Manager Grijalva suggested for people to call the police if they see groups of people charging fees to play at the park. VICE CHAIR FRAIJO Vice Chair Fraijo expressed concern over groups that tie up the field all day when it should be available to various families. RECREATION Recreation Manager Grijalva noted that groups like Faith Community MANAGER GRIJALVA Church rent the softball field and provide insurance. He reiterated that the police should be called if people are observed utilizing the field or any city facility in a manner that is inconsistent with established rules and policies. VICE CHAIR FRAIJO Vice Chair Fraijo thanked the Council for recently having approved soccer playing at designated areas inside the parks. NEW BUSINESS ITEM NO. 3A CONSIDERATION OF PROMOTION OF THE 2015 SPECIAL CONSIDERATION OF OLYMPICS BY THE CITY (verbal; requested by Commissioner PROMOTION OF THE Lopez) 2015 SPECIAL OLYMPICS BY THE CITY This matter was tabled to the next regular meeting at the request of Commissioner Lopez. ITEM NO. 3B UPDATE ON THE PARK IMPROVEMENT PROJECT (verbal) UPDATE ON THE PARK IMPROVEMENT PROJECT DIRECTOR TAM Director Tam reported that palm trees have been planted and that work is being conducted on the storm drain system. The fountain is also currently being formed along with the concrete walkway around the perimeter of the plaza. Workers will soon conduct underground electrical work. He indicated that the work has progressed rapidly and that the project is being completed close to the initial schedule. ITEM NO. 3C CONSIDERATION OF COLOR SELECTION FOR CONCRETE CONSIDERATION OF PAVERS (verbal) COLOR SELECTION FOR CONCRETE PAVERS PARKS & RECREATION COMMISSION MINUTES FEBRUARY 4, 2015 REGULAR MEETING PAGE 4 DIRECTOR TAM Director Tam introduced Steven Ormenyi, the landscape architect for the park improvement project STEVEN ORMENYI Mr. Ormenyi presented the Commission with the colors available for the pavers and discussed their durability, color fade, and color order. COMMISSIONER ITEMS VICE CHAIR FRAIJO Vice Chair Fraijo asked how the palm trees would be watered, to which Mr. Ormenyi advised that they have bubblers that provide irrigation to the trees. Vice Chair Fraijo expressed concern over proper maintenance for the trees to ensure that they remain in good health and appealing, to which Mr. Ormenyi advised that irrigation will be automatic, but that staff will need to study to learn how to properly maintain the water fountain. He noted that he will provide a manual to staff detailing what steps would need to be taken. RECREATION Recreation Manager Grijalva advised that staff will need to maintain MANAGER GRIJALVA proper ph levels in the fountain. VICE CHAIR FRAIJO Vice Chair Fraijo asked about electrical sources, to which Recreation Manager Grijalva discussed the outlet locations and advised that these would be sufficient to supply electricity to power the equipment of musical bands that perform in the park. Vice Chair Fraijo thanked staff for working hard on this project and its efforts for maintaining the project on schedule.
