The Irwindale PARKS & RECREATION COMMISSION met in special session at the above time and place. ROLL CALL: SPONTANEOUS COMMUNICATIONS CONSENT CALENDAR Present: Commissioners Veronica S. Barbosa Lara, Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: William Tam, Director of Public Works; Edgar Rojas, Mining Program Manager; Priscilla Zepeda, Recreation Supervisor; and Armando Hegdahl, Records Technician There were no comments. MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Lopez, to approve the Consent Calendar. The motion was unanimously approved. ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held February 4, 2015. RECREATION MANAGER UPDATE RECREATION Recreation Supervisor Zepeda presented the following update: SUPERVISOR ZEPEDA 1) Nineteen people attended the trip to the Santa Monica Pier / Promenade, held on February 215 t. 2) Upcoming trips: San Juan Capistrano on March 21, Playbillers trip to Cinderella on March 29, Day Camp Trips have been scheduled for March 31 and April 2; a Teen Spring Trip is scheduled for April 1, and a Family Trip has been scheduled for April 4. 3) The Youth Sports / Lil Dunkers programs have been cancelled for the 2015 season due to a lack of sign ups. 4) The Canvas Kids and Pint Size Picassos classes began on March 2. Canvas Kids is a full class with twelve students and the Pint Size Picassos class has 9 students. 5) The Kidzone and Tiny Tots programs will be off during the Covina Valley Unified School District Spring Break, scheduled for March 30 through April 3. PARKS & RECREATION COMMISSION MINUTES SPECIAL MEETING NEW BUSINESS MARCH 4, 2015 PAGE 2 6) Staff will receive additional training in the RecPro computer program. 7) There are 21 members currently registered in the Playbillers program, with additional inquiries being received for prospective members. The club has already selected its 1st quarter outings. 8) The Easter Eggstravaganza is scheduled for April 4. ITEM NO. 3A CONSIDERATION OF PROMOTION OF THE 2015 SPECIAL CONSIDERATION OF OLYMPICS BY THE CITY (Verbal; Requested by Commissioner PROMOTION OF THE Lopez) 2015 SPECIAL OLYMPICS BY THE CITY COMMISSIONER Commissioner Lopez stated that she has researched this matter with LOPEZ Commissioner Barbosa, and requested that Commissioner Barbosa provide further details. COMMISSIONER Commissioner Barbosa indicated that, after careful research, the BARBOSA best way that the City can contribute to the Special Olympics is by encouraging people to go out and support the athletes at the events. VICE CHAIR FRAIJO Vice Chair Fraijo suggested possibly generating a flyer to send to residents to encourage their attendance at the events. ITEM NO. 3B UPDATE ON THE PARK IMPROVEMENT PROJECT UPDATE ON THE PARKIMPROVEMENT PROJECT DIRECTOR TAM Director Tam indicated that the contractor is making solid progress on the project. He thanked Mining Program Manager Rojas for coordinating the construction work. He noted that the storm drain system and the underground electrical components have been installed. Irrigation work will begin next week. The concrete installation, which is a very large component of the project, will commence soon and will take about 45 days to complete. Once that is finished, the lighting components will be installed. ITEM NO. 3C RECESS FOR A TOUR OF THE IRWINDALE PARK PLAZA TO RECESS FORA TOUR VIEW PROGRESS OF THE PARK IMPROVEMENT PROJECT OF THE IRWINDALE PARK PLAZA TO VIEW PROGRESS OF THE PARKIMPROVEMENT PROJECT PARKS & RECREATION COMMISSION MINUTES MARCH 4, 2015 SPECIAL MEETING PAGE 3 RECESS At 4:46 p.m., the Commission recessed for a tour of the Irwindale Park Plaza, where the commission discussed whether the walkways will meet ADA standards, drainage issues, location of planters, access for emergency response personnel and vehicles, and when the park dedication would be held. RECONVENE At 5:21 p.m., the Commission reconvened in the Council Chambers to resume the meeting. COMMISSIONER ITEMS VICE CHAIR FRAIJO Responding to a question about lifeguards by Vice Chair Fraijo, Recreation Supervisor Zepeda indicated that interviews have already been held to fill three vacancies. COMMISSIONER Commissioner Lopez thanked staff for arranging for the tour of the LOPEZ park and said she was excited to how it progresses. VICE CHAIR FRAIJO Vice Chair Fraijo requested that a representative of the Police Department be present at next month's meeting to discuss arrangements for patrolling the park during the summer months. COMMISSIONER Commissioner Barbosa asked whether folkloric dancing classes BARBOSA can be offered again. CHAIR DIAZ Chair Diaz thanked Public Works Director Tam for working tirelessly to ensure that the project got underway.
