The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.

Miranda, Chief of Police; Edgar Rojas, Mining Program Manager;
Dan Grijalva, Recreation Manager; and Laura Nieto, Deputy City

There were no comments.
MOTION A motion was made by Commissioner Barbosa, seconded by Vice
Chair Fraijo, to approve the Consent Calendar. The motion was
unanimously approved.
ITEM NO. 1A MINUTES
MINUTES
The following minutes were approved as presented:
1) Regular meeting held March 4, 2015.
RECREATION
MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
1) The KidZone, Kidscrafts, and the toll painting classes are all
doing very well.
2) A Pint -Sized Picassos Class was added, and currently has 8
children participating. This class also permits parents to attend
and interact with their children in a classroom setting.
3) The Playbillers attended their first outing in March and went to
see Cinderella. There are currently 19 participants in the
program.
4) Twenty-two people signed up yesterday for the trip to the movies.
5) Fifteen teens attended the trip to Disneyland today; 25 day camp
participants will attend the trip to Disneyland tomorrow.
6) The trip to the Dodgers / Angels game scheduled for Saturday is
sold out.

NEW BUSINESS
ITEM NO. 2A SUMMER PARK PATROL
SUMMER PARK PATROL
CHIEF MIRANDA Chief Miranda advised that, for the Summer Park Patrol, he will
assign officers to patrol the park about 30 minutes before the closure
of the park to about 30 minutes after and that he will assign officers
to patrol the park during the summer concerts. He will also patrol the
park himself along with Captain Henshaw in order to cut down on
overtime expenses.
VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Chief Miranda
advised that officers will be assigned to patrol the park as long as
they are not needed on other, more urgent service calls.
Vice Chair Fraijo also asked about extra patrol during night
swimming events, for example, to which Chief Miranda advised that
these types of activities are monitored by a sergeant and that
Recreation Manager Grijalva usually advises the Police Department
of these events so that they can prepare for them.
Vice Chair Fraijo thanked Chief Miranda and the Police Department
for all that they do for the community.
COMMISSIONER Responding to a question by Commissioner Barbosa, Chief Miranda
BARBOSA advised that he can provide the Commission with updates on
incidents that occur at the city parks.
ITEM NO. 2B UPDATE ON THE PARK IMPROVEMENT PROJECT

PROJECT
MINING PROGRAM Mining Program Manager Rojas indicated that a large portion of the
MANAGER ROJAS concrete at the park has been completed and that the product looks
very nice. He said that, once the concrete is completed, the lighting
will be installed, after which the water fountain will be installed. He
added that the contractor is working very hard to ensure that the
project is completed on time.
COMMISSIONER ITEMS
VICE CHAIR FRAIJO Vice Chair Fraijo asked about the duration of the Playbillers Club, to
which Recreation Manager Grijalva advised that the program could
potentially never end. He said that the group is self sufficient, in that
the participants pay for the cost of tickets for the plays they want to
enjoy, and that the City simply provides transportation for their

excursions. Staff time is expended since the ground work for the
program must be completed by a staff member.
COMMISSIONER Commissioner Barbosa asked whether people can join the
BARBOSA Playbillers Club at any time, to which Recreation Manager Grijalva
indicated that he would need to research the question and return
with the answer, though he believes there need to be less than 24
participants since staff utilizes the 24 passenger bus for
transportation.
VICE CHAIR FRAIJO Vice Chair Fraijo asked whether participants can bring guests, to
which Recreation Manager Grijalva that they may do so.
COMMISSIONER Commissioner Lopez requested that tickets to the next opening
LOPEZ Dodgers game can be offered for sale, to which Recreation Manager
Grijalva said that he would look into it.
COMMISSIONER Commissioner Barbosa asked for a status on the swimming pool, to
BARBOSA which Recreation Manager Grijalva indicated that it is ready to go for
the summer.
COMMISSIONER Commissioner Lopez thanked Chief Miranda for being present at the
LOPEZ meeting and asked about the possibility of bringing back the Police
Cadet or Explorer programs, to which he responded by saying that
the programs may start up in the future. He said that he has officers
who would like to participate in the program and that a manual has
been prepared that they would use. He clarified that, regarding the
summer park patrol, officers would probably not stay the full 30
minutes after programs end for the night. Rather, they will likely stay
as long as there is a crowd.
VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Recreation Manager
Grijalva indicated that the Recreation Department is ready for the
summer, that the band schedule is ready, and that the budget for the
department for next year will look very similar to the one for this year.
COMMISSIONER Commissioner Barbosa asked about the fireworks display for this
BARBOSA year, to which Recreation Manager Grijalva stated that Athens and
Royal Coaches are once again sponsoring the program and that they
are recognized every week at the Music in the Park concerts.
Commissioner Barbosa thanked the Police Department for ensuring
safety at the parks and the Public Works & Recreation Departments
for all their hard work.
DEPUTY CITY CLERK Deputy City Clerk Nieto noted that the City Manager's Weekly
NIETO Update reports are also available via email, for those commissioners
who would like to receive them in this media.
