The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Veronica S. Barbosa Lara, Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: Eva Carreon, Interim City Manager; William Tam, Director of Public Works; Rene Sapien, Police Sergeant; Dan Grijalva, Recreation Manager; Pedro Rodriguez Jr., Maintenance Lead Worker; and Armando Hegdahl, Records Technician SPONTANEOUS COMMUNICATIONS There were no comments CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Lopez, to approve the Consent Calendar. The motion was unanimously approved. ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held August 5, 2015. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) Attendance at the Movie Madness ranged from 150 people on the 3`d and 100 people on the 10th 2) Thirty people participated in the Day Camp program, which had two trips: Discovery Zone on the 4th and Soak City on the 11th. 3) The Back to School event was very successful. The Teen Club gave out 31 school kits to elementary school children and 33 to high school kids. 4) A total of 213 individuals, aged 4 and up, were taught how to swim under the summer swimming program. 5) Seventeen children participated in the Mommy and Me classes. Staff received lots of positive feedback on this program. 6) An average of 20 people attended each beach trip this summer. 7) A total of 85 bus passes were passed out and people continue applying for them. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING COMMISSIONER ITEMS ITEM NO. 3A CYBER BULLYING PREVENTION MEASURES SEPTEMBER 2, 2015 PAGE 2 8) The Music in the Park concerts were very successful and averaged between 200 and 250 people per night. Many people complimented the park plaza renovation. 9) There are currently 22 children registered for the KidZone program, but averages about 15 children per week. 10)The Tiny Tot program currently only has one child registered. It seems many parents are taking advantage of other, free classes. 11)A new program named "Wood You Be Mine', where children are encouraged to work on small wood projects, will take place every 2nd Monday of the month, for children ages 7 to 13. 12)A trip to CityWalk has been scheduled for September 6. CYBER BULLYING PREVENTION MEASURES (Verbal Report Requested by Commissioner Barbosa) SERGEANT SAPIEN Sergeant Sapien, representing the Irwindale Police Department, advised that Officer Cornejo has been assigned to work with Recreation Manager Grijalva regarding cyber -bullying. He distributed pamphlets to the Commission and indicated that Officer Cornejo is getting ready to implement the program. VICE CHAIR FRAIJO ITEM NO. 3B EFFECTS OF SOCCER ON LAWN AT DESIGNATED PARK AREAS ITEM NO. 3C POLICING OF CITY PARKS Responding to a question by Vice Chair Fraijo, Sergeant Sapien stated that fliers could be sent to the community to advertise the program. EFFECTS OF SOCCER ON LAWN AT DESIGNATED PARK AREAS (Verbal Report Requested by Commissioner Barbosa) This item was withdrawn at the request of Commissioner Barbosa. POLICING OF CITY PARKS (Verbal Report Requested by Commissioner Barbosa) SERGEANT SAPIEN Sergeant Sapien stated that the Police Department is aware of the stolen backflow devices from EI Nido Park and that officers are conducting extra patrol in that area. He added that he has also spoken to Director Tam regarding placing a cage over the backflow valves to prevent theft. DIRECTOR TAM Director Tam added that the cage for the backflow device has already been ordered. PARKS & RECREATION COMMISSION MINUTES SEPTEMBER 2, 2015 REGULAR MEETING PAGE 3 VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Recreation Manager Grijalva advised that staff takes the larger bus on beach trips since the smaller bus is not capable of holding all the campers' gear. Vice Chair Fraijo also asked about the KidZone program, to which Recreation Manager Grijalva advised that the current program has about 5 less people participating compared to last year. He added that staff can also send out fliers to try to catch people's interest in the Tiny Tot program. Vice Chair Fraijo also asked whether there were any issues related to the park renovation, to which Recreation Manager Grijalva advised that one light still needs to be repaired. She also asked about the Halloween festivities, to which he responded by saying that they are scheduled for Saturday, October 24, inside the gym. COMMISSIONER Commissioner Barbosa asked about the requirements to participate BARBOSA in the Trunk or Treat program, to which Recreation Manager Grijalva advised that participants would need to show their ID's, vehicle registrations, and proof of insurance. COMMISSIONER Commissioner Lopez suggested fliers be distributed to try to get LOPEZ more participants in the Tiny Tot program. She also suggested lowering the price to attract more participants. VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Recreation Manager Grijalva indicated that he would check which programs are being offered elsewhere for free. CHAIR FRAIJO Chair Diaz spoke very highly of the summer concerts and thanked the police department for their park patrols. COMMISSIONER Commissioner Barbosa thanked the staff members that maintain the BARBOSA baseball field and noted that those who are playing soccer on it are not damaging the turf, to which Recreation Manager Grijalva indicated that the individuals who are practicing soccer in the designated areas are meeting all city requirements. Commissioner Barbosa also asked if staff can start up a slow pitch softball league, to which Recreation Manager Grijalva advised that staff can try; he noted that interested people have already reached out to him to inquire about it. COMMISSIONER Commissioner Lopez thanked recreation staff for its excellent LOPEZ summer program. VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Maintenance Lead Worker Rodriguez stated that most of the devices at the various city PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING SEPTEMBER 2, 2015 PAGE 4 parks already have cages. He added that the cage for the devices near EI Nido Park will be installed soon. Vice Chair Fraijo asked whether staff can provide weekly police updates to the commission. COMMISSIONER Responding to a question by Commissioner Barbosa, Director Tam BARBOSA advised that staff is currently working on a design of a plaque to place on the new park fountain to discourage people from playing in or near it. He added that the plaque should be placed soon. Commissioner Barbosa thanked the recreation workers who work at the swimming pool and noted that they must each obtain the appropriate licenses and certifications to begin working there. She said that she appreciated their loyalty. VICE CHAIR FRAIJO Vice Chair Fraijo concurred and stated that the pool workers serve the community well. COMMISSIONER Commissioner Lopez spoke on the recent Metro Gold Line event LOPEZ held recently and reminded everyone of the upcoming Metro event in Azusa to be held on September 19.
