The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Veronica S. Barbosa Lara, Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: William Tam, Director of Public Works; Dan Grijalva, Recreation Manager; and Armando Hegdahl, Records Technician SPONTANEOUS COMMUNICATIONS There were no speakers. CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Barbosa, to approve the Consent Calendar, with a correction to the minutes. The motion was unanimously approved. ITEM NO. 1A MINUTES MINUTES The following minutes were approved as corrected: 1) Regular meeting held August 6, 2014. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) The Recreation Department enjoyed a very successful summer, and all programs went very well. 2) The swimming pool was open during the Labor Day weekend, though attendance was low. It should be noted, however, that the pool was opened after a slight delay. 3) The KidZone program was moved to a room upstairs. Seventeen children have been registered to participate. The new room is a very nice setting and it serves the children much better than the banquet room. 4) There are eight children enrolled in the Tiny Tots program. The program will begin next Tuesday. 5) About 88 children have registered to receive bus passes. An average of about 140 children receives their passes yearly. 6) The yoga and Latin groove classes are in transition presently and the new classes should begin next week. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING COMMISSIONER ITEMS SEPTEMBER 3, 2014 PAGE 2 7) The City Council has approved the plans for the park rehabilitation project, with the exception of the look of the fountain. COMMISSIONER Commissioner Barbosa stated that the pool may have been poorly BARBOSA attended during the Labor Day weekend due to its late opening. VICE CHAIR FRAIJO Responding to several questions by Vice Chair Fraijo, Recreation Manager Grijalva advised that a company has been hired to check the chemical levels at the pool twice per week, that the Pool Managers also know what the readings for the pool are supposed to be, that staff can try to gauge interest in holding a gymnastics class for smaller children, and that the City Council will ultimately decide the design of the proposed water fountain at the park Vice Chair Fraijo also noted recent mandatory water restrictions and wondered whether the proposed fountain can be used, to which Director Tam advised that it be used with recycled water. Vice Chair Fraijo commented that the Parks Commission should have some input on the fountain's final design. COMMISSIONER Commissioner Barbosa asked whether the Commission will meet BARBOSA with the Council to discuss the park design, to which Director Tam indicated that, due to time constraints, the same architect will return to finalize the design. VICE CHAIR FRAIJO Vice Chair Fraijo indicated that the Commission wants a classic design for the fountain. COMMISSIONER Commissioner Barbosa said that the Commission also wants an eco- BARBOSA friendly fountain. COMMISSIONER Commissioner Lopez asked about the Recreation Department's LOPEZ Truck or Treat activities, to which Recreation Manager Grijalva indicated that the event consists of residents parking their vehicles near the park, opening their trunks, and handing out treats. CHAIR DIAZ Chair Diaz asked about the fountain design, to which Director Tam said that a working session can be held between the Council and the Commission, but that any additional design concepts will take up more time. Chair Diaz stated his desire to complete the project as quickly as possible. PARKS & RECREATION COMMISSION MINUTES SEPTEMBER 3, 2014 REGULAR MEETING PAGE 3 COMMISSIONER Responding to a question by Commissioner Lopez, Recreation LOPEZ Manager Grijalva advised that the maximum occupancy of the room being utilized for the KidZone program is 40. VICE CHAIR FRAIJO Vice Chair Fraijo asked whether staff anticipates more signups for KidZone, to which Recreation Manager Grijalva noted that some applications have been turned in but the participants have not participated yet. COMMISSIONER Responding to a question by Commissioner Barbosa, Recreation BARBOSA Manager Grijalva noted that the children participating in the KidZone program have a bathroom break schedule. CHAIR DIAZ Chair Diaz asked about the flag football program, to which Recreation Manager Grijalva advised that no signups for have been received yet. VICE CHAIR FRAIJO Vice Chair Fraijo asked which group uses the field at the park, to which Recreation Manager Grijalva responded by saying that the group rents the softball field and that their girls play softball while the boys play football at the same time. COMMISSIONER Commissioner Lopez asked whether the children in KidZone LOPEZ participate in physical activity, to which Recreation Manager Grijalva confirmed that they do. COMMISSIONER Responding to a question by Commissioner Barbosa, Recreation BARBOSA Manager Grijalva advised that children in KidZone will be taken to the Library for tutoring once it becomes available. VICE CHAIR FRAIJO Responding to several questions by Vice Chair Fraijo, Recreation Manager Grijalva advised that there were several minor and about two or three major incident reports during the summer. Also, the amount of participants in the Summer Lunch Program was lower this year than last year. He spoke on the program requirements and expressed his hope to participate with EI Monte Unified again next year. Vice Chair Fraijo requested that staff check into adding a tumbling or martial arts class. She also expressed her hope that the park project will proceed as quickly as possible. COMMISSIONER Commissioner Lopez thanked Recreation Manager Grijalva and his LOPEZ staff for a wonderful summer.
