The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: Rene Sapien, Police Sergeant; Priscilla Zepeda, Recreation Supervisor; Pedro Rodriguez Jr., Maintenance Lead Worker; and Armando Hegdahl, Records Technician SPONTANEOUS COMMUNICATIONS IRIS RODRIGUEZ Iris Rodriguez spoke in support of extending the water aerobics classes past its usual six-week run. SERGEANT SAPIEN Police Sergeant Sapian spoke briefly of the Police Department's plans to patrol the park during the summer. VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Sergeant Sapien indicated that officers will patrol the park after the swimming classes close for the night. PAULINE ACOSTA Pauline Acosta complained about dog owners that do not clean up after their pets at the park. CARMEN ROMAN Responding to a question by Carmen Roman, Recreation Supervisor Zepeda explained how sign-ups for the Playbillers' Club are accepted. Mrs. Roman also asked about obtaining tickets to the Hamilton play, to which Recreation Supervisor Zepeda advised that the city does not have the funding to offer this trip since tickets are very expensive. CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Lopez, to approve the Consent Calendar. The motion was unanimously approved. ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held April 6, 2016. PARKS & RECREATION COMMISSION MINUTES MAY 4, 2016 REGULAR MEETING PAGE 2 RECREATION MANAGER UPDATE RECREATION Recreation Supervisor Zepeda presented the following update SUPERVISOR ZEPEDA 1) Eight participants attended the April 23 trip to Citywalk. 2) She congratulated the Irwindale Cheer Team, which placed first in two recent cheer competitions. 3) AM Fit, Canvas Kids and Pint Size Picassos classes began in April. 4) The Teeny Tots program concluded last week with a field trip to Magical Playground in West Covina. 5) The programs and classes for the summer have been finalized. 6) The Community to School Partnership with Manzanita Elementary has been prepared. 7) Both the Movies and Music in the Park schedules have also been finalized. NEW BUSINESS ITEM NO. 2A 2016 SUMMER ACTIVITIES SCHEDULE 2016 SUMMER ACTIVITIES SCHEDULE RECREATION Recreation Supervisor Zepeda discussed the staff report. SUPERVISOR ZEPEDA VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Recreation Supervisor Zepeda advised that this year's summer schedule looks nearly identical to last year's, though this year will include two new additions: the Teeny Tots and Painters Club programs. Vice Chair Fraijo also asked about offering other, different classes, such as gymnastics or martial arts, to which Recreation Supervisor indicated that staff was checking into having an outside organization hold their classes at the city facility. The organization would open the classes to residents of surrounding communities, and their fees would need to be paid weekly, which Irwindale residents are not accustomed to doing. Vice Chair Fraijo suggested pursuing new classes and activities. PARKS & RECREATION COMMISSION MINUTES MAY 4, 2016 REGULAR MEETING PAGE 3 ITEM NO. 2B POOL OPEN/CLOSURE SCHEDULE POOL OPEN/CLOSURE SCHEDULE RECREATION Recreation Supervisor Zepeda discussed the staff report. SUPERVISOR ZEPEDA VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Recreation Supervisor Zepeda advised that staff has requested additional funding to continue the aqua fitness class through August, which would extend the class by about two or three weeks. Also, Mt. Sac is holding 5 -day classes at the city pool, instead of the usual 4 -day classes. CARMEN ROMAN Carmen Roman asked about the schedule for water aquatics, to which Recreation Supervisor Zepeda advised that it is currently a 6 - week class that will run from June 20 through July 29, 5 days per week. The additional weeks that staff requested cannot be promoted yet since it has not yet been approved. Mrs. Roman suggested that the class be offered until the end of August, to which Supervisor Zepeda advised that the dates have been selected by Mt. Sac. VICE CHAIR FRAIJO Vice Chair Fraijo said that city residents are fortunate that the city offers these classes. SUZANNE GOMEZ Suzanne Gomez asked to know the timeline for the extension of pool classes that staff requested so that she can lobby her councilmen for their support. VICE CHAIR FRAIJO Vice Chair Fraijo thanked those present for their attendance and for speaking their concerns and interests. PAULINE ACOSTA Pauline Acosta spoke in support of extending the pool schedule. VICE CHAIR FRAIJO Vice Chair Fraijo asked to receive the schedule for the extended pool classes that staff has requested, and the date when staff anticipates that the funding request would be considered. IRIS RODRIGUEZ Iris Rodriguez asked whether individuals can pay for these classes if the city does not approve the funding request, to which Supervisor Zepeda indicated that staff can check into that. COMMISSIONER ITEMS VICE CHAIR FRAIJO Vice Chair Fraijo asked whether staff also invites Merwin School to participate in the Community to School program, to which Recreation Supervisor Zepeda indicated that invitations are extended to all PARKS & RECREATION COMMISSION MINUTES MAY 4, 2016 REGULAR MEETING PAGE 4 schools that service our community. However, Manzanita is the only school that has confirmed participation. Vice Chair Fraijo also asked about participation in the Teeny Tiny Tots program, to which Recreation Supervisor Zepeda advised that the program currently has eight participants, though some or all of these may continue on to the Tiny Tots program. VICE CHAIR FRAIJO Vice Chair Fraijo congratulated the cheer program coaches for their hard work and dedication. COMMISSIONER Commissioner Lopez requested that an anti -bullying program be LOPEZ implemented. VICE CHAIR FRAIJO Vice Chair Fraijo thanked residents for their use of the recreational programs and thanked the Recreation Department staff for all their hard work. PAULINE ACOSTA Responding to a question by Pauline Acosta, Recreation Supervisor Zepeda advised that some type of celebration in September is pending funding. CARMEN ROMAN Carmen Roman commented that the September Fiesta used to be a big event in the past, but that it was eclipsed by the Los Angeles County Fair. She said she would rather divert funding to the 4th of July celebration instead of a September celebration. SUZANNE GOMEZ Suzanne Gomez commented on people drinking alcohol at the park, to which Sergeant Sapien encouraged those who observe this type of activity to contact the police department. CHAIR DIAZ Chair Diaz spoke highly of the Music in the Park concerts and commended the police department for their patrol efforts. Responding to a question by Chair Diaz, Maintenance Lead Worker Rodriguez noted that burned -out lights at the park have been replaced. He added that the lights at the fountain also received maintenance. ADJOURNMENT There being no further business to conduct, the meeting was adjourned at 6:28 p.m. Armando Hegdahl, Records Technician Approved as presented at the meeting held June 1, 2016. 1 • fi7 IRWINDALE Parks and Recreation Report Trips: • Citywalk Family Trip April 23rd A total of 8 participants Kudos: May 4, 2016 • Congratulations to our Irwindale Cheer team who competed in two more competitions, taking 1St in BOTH. o Monrovia HS on April 9th o Knott's Berry Farm State Championships on May 1St o Upcoming Competitions: ■ THIS Saturday, May 7th at Edgewood HS ■ Next Saturday, May 14th at Citrus College Classes: • In April our AM Fit, Canvas Kids and Pint Size Picasso's classes began • Our Inaugural Session of Teeny Tots concluded last week with a field trip to Magical Playground in West Covina on Tuesday the 26th and a Class Party on Thursday the 28th. The program seems to have been well received and we are looking forward to offering it again this summer. • Summer classes and programs have been finalized. Flyers are NOW available online and at the Dan Diaz Recreation Center. Other: • Community to School Partnership — In our continued effort to promote our programs, classes and events to the broader community, we have a Movie Night scheduled with Manzanita Elementary on June 3rd. Flyers for all of our Summer Classes and Events will be available for distribution. • Both the Movies and Music in the Park schedules have been finalized (copy of schedule should have been attached to your packet). We hope you can all make it out to enjoy these and other Recreation events.
