The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Jason Hickman, Marguerite S. Lopez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: Ty Henshaw, Police Captain; Dan Grijalva, Recreation Manager; Pedro Rodriguez Jr., Public Works Maintenance Supervisor; and Armando Hegdahl, Records Technician SPONTANEOUS COMMUNICATIONS There were no speakers. CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Lopez, to approve the Consent Calendar. The motion was unanimously approved. ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held May 3, 2017 NEW BUSINESS ITEM NO. 2A SUMMER PARK PATROL (Verbal Update) SUMMER PARK PATROL (Verbal Update) POLICE CAPTAIN Police Captain Henshaw advised that the police department would HENSHAW send officers to staff the summer concert series at the park. The officers will begin their patrol a bit before the concerts start and will conclude after the event is over. As for the July 4th activities, all officers will report for duty that day. Additionally, several officers will focus on targeting the use of illegal fireworks. Finally, the department is researching the feasibility of implementing a bike patrol at the park. COMMISSIONER Responding to a question by Commissioner Hickman, Captain HICKMAN Henshaw advised that the bike patrol would likely only conducted during the 4th of July activities. VICE CHAIR FRAIJO Vice Chair Fraijo spoke on the Commission's concern with physical confrontations that have occurred after night swimming, to which PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING JUNE 7, 2017 PAGE 2 Captain Henshaw advised that the department will set up patrol for these activities. CHAIR DIAZ In reply to a comment by Chair Diaz, Captain Henshaw reiterated that the officers' goal to keep the park safe during the summer activities. COMMISSIONER Commissioner Zepeda also requested patrol during the Movies in the ZEPEDA Park events. COMMISSIONER Commissioner Hickman reported on suspicious activity that he has HICKMAN observed at the skate park, around the time that the sun sets, to which Captain Henshaw advised that he will work with the officers to include this area in their patrols. VICE CHAIR FRAIJO Vice Chair Fraijo reminded everyone to call the police department if they observe suspicious activity. RECREATION DEPARTMENT UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) Twenty-three members of the Playbillers' Club attended the May 12 play held at the Pantages Theatre. 2) An sold -out adult trip to the Ahmanson Theatre to see Jersey Boys was held on May 19. 3) Twenty-seven people attended the Dodger/Cubs game held on May 26. 4) Upcoming trips: A) June 28: Family Beach trip B) June 27: Day Camp (will continue through August 8) 5) The Teeny Tots concluded their year with a trip to the Magical Playground in West Covina. 6) Registrations are being accepted for the summer programs, such as the Aqua Fitness Class. 7) The Cheer program concluded this past month with a banquet held on June 2nd at John's Incredible Pizza. He summarized the cheerleaders' list of accomplishments. 8) The KidZone program will not operate next week due to the transition from school to summer. 9) The department's offices are currently being worked on. 10)An EI Monte Unified School District middle school will be using the pool tomorrow from 10 to 12. 11)The pool is ready for the summer and seven additional lifeguards are being hired. PARKS & RECREATION COMMISSION MINUTES JUNE 7, 2017 REGULAR MEETING PAGE 3 PUBLIC WORKS DEPARTMENT UPDATE SUPERVISOR Supervisor Rodriguez indicated that adjustments were made to the RODRIGUEZ irrigation system at the softball field; the fence at the softball field was cleaned up; and the block wall for the backstop was painted. He added that staff has checked into the slickness of the pavement at the Skate Park basketball courts and found no evidence of wax. COMMISSIONER Responding to a question by Commissioner Zepeda, Supervisor ZEPEDA Rodriguez advised that staff will re -paint the lines at the parks. VICE CHAIR FRAIJO Vice Chair Fraijo asked about the sprinkler schedules, to which Supervisor Rodriguez indicated that the sprinklers are working as well as they could, and that a previous issue with the water line has since been repaired. The landscaping is being watered four days per week. Sometimes battery timers are being used when there is damage to lines. COMMISSIONER Commissioner Lopez asked about the fencing at the softball field, to LOPEZ which Supervisor Rodriguez advised that it should have been repaired, though people seem to be damaging it. COMMISSIONER ITEMS VICE CHAIR FRAIJO Responding to a question by Vice Chair Fraijo, Manager Grijalva advised that only one child has signed up for the Little Karate class. He indicated that he will do as much as he could to spark interest in the class. Vice Chair Fraijo also asked about the department budget, to which Manager Grijalva advised that the budget remains the same as last year's. Vice Chair Fraijo also asked about providing shirts or lanyards to the children who participate in the youth trips, to which Manager Grijalva advised that he would check into that. Vice Chair Fraijo then asked about the DayCamp program, to which Manager Grijalva advised that signups are being accepted, but that it seems that many people wait to the end to register. COMMISSIONER Commissioner Hickman asked about signups for swim lessons, to HICKMAN which Manager Grijalva indicated that residents can begin signing up on Friday. VICE CHAIR FRAIJO Vice Chair Fraijo wished the Recreation Department another safe and fun -filled summer.
