The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Michelle Duran, Justin Kelly, Nathan Romero; Vice Chair Carmen Roman; Chair Paula Fraijo Also present: Elizabeth Rodriguez, Public Services Director; Priscilla Zepeda; Recreation Manager; Pedro Rodriguez, Public Works Services Supervisor; Daniel Grijalva, Aquatics Supervisor; and Armando Hegdahl, Management Analyst AB 2449 DISCLOSURES None. CONSENT CALENDAR MOTION A motion was made by Chair Fraijo, seconded by Commissioner Kelly, to approve the Consent Calendar. The motion was unanimously approved. ITEM NO. 7A MINUTES OF THE MEETING HELD JANUARY 8, 2025 MINUTES OF THE MEETING HELD The minutes of the meeting held January 8, 2025, were approved JANUARY 8, 2025, as presented. END OF CONSENT CALENDAR SPONTANEOUS COMMUNICATIONS There were no speakers. NEW BUSINESS ITEM NO. 8A TEEN /GAME ROOM MURAL TEEN/GAME ROOM MURAL MARCO RODRIGUEZ Marco Rodriguez, President of the Irwindale Teen Club, requested that the Commission approve option 1 as shown in the staff report. DISCUSSION HELD Discussion was held regarding the mural design and several suggestions for improvements were received, such as the removal of individual characters, the movement of logos so that they appear less crowded, and incorporation of colors. SUPERVISOR Supervisor Rodriguez noted that he has already begun the process RODRIGUEZ of outlining some of the mural's characters and objects. PARKS & RECREATION COMMISSION MINUTES FEBRUARY 5, 2025 REGULAR MEETING PAGE 2 COMMISSION Commission consensus was reached to move forward with design CONSENSUS option 1, with the suggestions made by the commissioners. MANAGER ZEPEDA Manager Zepeda noted that Mayor Burrola requested that the names of the individuals that participated in the mural design be added beside the mural. ITEM NO. 86 IRWINDALE AQUATICS CENTER'S SWIMMING POOL IRWINDALE AQUATICS IMPROVEMENTS PROJECT UPDATE —VERBAL PRESENTATION CENTER'S SWIMMING POOLIMPROVEMENTS PROJECT UPDATE — VERBAL PRESENTATION SUPERVISOR GRIJALVA Supervisor Grijalva made a PowerPoint presentation displaying the following: 1) project scope of work, 2) the plans for the swimming pool, 3) the pool drainage system, 4) images of the replaster work, 5) images of the stationary ADA lift, 6) pool deck image, 7) the installation of rebar, and 8) the 1 meter and 3-meter diving board plans. CHAIR FRAIJO Responding to questions by Chair Fraijo, Director Rodriguez advised that the locker rooms will not be modified under this project. However, the City Manager is working on identifying funds to include updates to the locker rooms and restrooms for a future phase of the project. In response to an additional question by Chair Fraijo, Supervisor Grijalva advised that the project is still on track for completion by March 2025. VICE CHAIR ROMAN Vice Chair Roman asked whether a grand reopening event would be scheduledI to which Supervisor Grijalva indicated that the project may be showcased at the upcoming Aquatic Expo. COMMISSIONER Commissioner Romero spoke in support of addressing privacy ROMERO issues in the locker rooms. He also asked clarifying questions about the proposed work for the diving boards, which Director Rodriguez elaborated upon. COMMISSIONER Commissioner Kelly asked about pool lighting upgrades, to which KELLY Supervisor Rodriguez advised that LED lighting has been set up at the pool. CHAIR FRAIJO Chair Fraijo asked about diving board inspections, to which Director Rodriguez advised that the initial inspections are conducted by City PARKS & RECREATION COMMISSION MINUTES FEBRUARY 5, 2025 REGULAR MEETING PAGE 3 Building Inspector and staff from the County Health Department; subsequent inspections are conducted by City staff. Responding to a comment by Chair Fraijo, Supervisor Grijalva advised that staff will be trained in the proper use of the new equipment, and that safety measures will be highlighted. Chair Fraijo asked about implementing diving classes, to which Supervisor Grijalva stated that staff is considering the request. ITEM NO. 8C 4T" OF JULY OPTIONS 4TH OF JULY OPTIONS MANAGER ZEPEDA Manager Zepeda presented the staff report. CHAIR FRAIJO Chair Fraijo acknowledged the survey responses that were received, which shows the community's preferences for the event. VICE CHAIR ROMAN Vice Chair Roman spoke in favor holding a community -style family picnic event with bouncers and food for the Red, White, and You events, and suggested having a band perform and food vendors offer meals at the 4th of July Fireworks Spectacular. DIRECTOR RODRIGUEZ Director Rodriguez noted that there is not sufficient staff to cover the needs created by having vendors sell items at the 4th of July event. Additionally, such a request would require appropriating more funding. COMMISSIONER Commissioner Romero favored having vendors available and the ROMERO pool open for the Red, White, and You events. COMMISSIONER Commissioner Kelly spoke in favor of syncing patriotic music to the KELLY fireworks show on the 4"' of July and suggested instead using any additional appropriation toward the fireworks show. COMMISSIONER Commissioner Duran concurred that having a band on the 4th of July DURAN would require additional staff and would be more costly, and suggested instead having a band or DJ perform at the Red, White, and You events. She noted that many residents are unable to attend the event held on the 4th of July. CHAIR FRAIJO Chair Fraijo noted that the community has voiced its opinion via the survey that was sent out and suggested growing the Red, White, and You event. Responding to a question by Chair Fraijo, Manager Zepeda advised that the fireworks show vendor offered to create a patriotic music PARKS & RECREATION COMMISSION MINUTES FEBRUARY 5, 2025 REGULAR MEETING PAGE 4 compilation through an app, which would be free to users but would cost the purchaser. Chair Fraijo also asked about the location for the fireworks show to which Director Rodriguez elaborated on the availability of locations where the fireworks show could be held. LINDA MAREZ Linda Marez suggested that the Commission listen to the results of the community survey and spoke against hiring a band to perform at the 4th of July event. She also counseled the commission to be more conscientious about the way it is asking to spend city funds. SUZANNE GOMEZ Suzanne Gomez thanked the City for the patriotic events it holds and advised that she recently had to arrange for a tree to be cut down since it contained an invasive beetle. DENA ZEPEDA Dena Zepeda stated that, as part of a military family, she was saddened that, in her opinion, residents have forgotten the meaning of the 4th of July. She also decried that employees would prefer to take the holiday off instead of working at city events. DIRECTOR RODRIGUEZ Responding to comments by Dena Zepeda, Director Rodriguez clarified that several department staff work during the holiday.\ PATRICIA GONZALES Patricia Gonzales stated that the 4th of July holiday is due to the country's independence from England and has nothing to do with the military. She added t hat many food vendors that participated in past Red, White, and You events declined to participate in future events since it was not profitable. MOTION A motion was made by Chair Fraijo, seconded by Commissioner Kelly, to recommend keeping the Red, White, and You event and, possible, incorporating a music app so that interested residents could download patriotic music for the 4th of July. The motion was approved with all members in favor, except for Vice Chair Roman, who opposed. ITEM NO. 8D STAGE OPTIONS FOR CONCERTS STAGE OPTIONS FOR CONCERTS MANAGER ZEPEDA Manager Zepeda presented the staff report. CHAIR FRAIJO Chair Fraijo stated that the commission was interested in adding lighting to the stage. MANAGER ZEPEDA Manager Zepeda advised that staff is looking into lighting for concert goers when the concerts end. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING FEBRUARY 5, 2025 PAGE 5 DISCUSSION HELD Discussion was held regarding: 1) the types of lighting that should be used, 2) the costs for purchasing such a lighting system, 3) storage limitations, 4) that additional staff would be needed to assist in setting up the lighting system if it were purchased, 5) the need for plans, plan checks, permits, and inspections if a larger stage were to be used, 6) installing a larger stage would take away from the dance floor, 7) the costs between the various options presented. LINDA MAREZ Linda Marez questioned the need to spend funding on additional lighting and noted that the concerts are generally full of people who are fine with the setup as -is. DIRECTOR RODRIGUEZ Director Rodriguez advised that the lighting used at the park was designed more for walking through the park and not necessarily for planned events. As such, staff is looking into making lighting upgrades. SUZANNE GOMEZ Suzanne Gomez stated her opinion that the Music in the Park concerts already have adequate lighting at the stage. However, more lighting is needed for the pathways concert goers take as they leave the concerts. MANAGER ZEPEDA Manager Zepeda noted that she has not received any complaints from concert performers regarding the stage size. MOTION A motion was made by Vice Chair Roman, seconded by Chair Fraijo, to recommend approval of Option 2 at $29,400. The motion was unanimously approved. RECREATION MANAGER UPDATE RECREATION Recreation Manager Zepeda provided the following update: MANAGER ZEPEDA 1) The schedule for the 2025 Music in the Park concert series has been finalized, and the lineup will include: A) Fortunate Sons — July 3 B) Country Vision — July 10 C) Dreamboats — July 17 D) The Company Band — July 24 E) Cold Duck —July 31 F) The Ace Band — August 7 G) Suave —August 14 2) Parents of the participants in the Competition Cheer program agreed to add another hour of practice on competition weeks. 3) Irwindale Cheer participants held their second competition of the season, and have another competition scheduled for the end of the month. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING AQUATICS SUPERVISOR UPDATE FEBRUARY 5, 2025 PAGE 6 4) The Rockabilities Friendship Dance took place where participants had the opportunity of dancing, singing karacke, playing games and winning prizes. The event was very successful with over 150 participants in attendance. 5) The Family Valentine's Day Dance is scheduled for February 7. 6) Volunteers of the Kindness Krew assisted Supervisor Solis at the Irwindale Speedway Food Distribution event in which over 1,000 vehicles drove through. 7) The Kindness Krew has also scheduled Community Clean Up Days for the first half of the year and will kick off on February 15. 8) The following events and activities have been scheduled for February and March: A) February 1-28 — Locks of Love B) February 7 — Family Valentine's Dance C) February 8 — Tots Valentine's Craft D) February 15 — Kindness Krew Community Clean Up E) February 17 — Dan Diaz Recreation Center closed F) February 22 — Family Trip: Madame Tussauds in Hollywood G) February 23 — Irwindale Cheer competition H) March 8 — RockAbilities Resource Fair 1) March 15 — Family Trip to Calico Ghost Town and Tots Leprechaun Hunt J) March 22 — Kindness Krew Community Clean Up and Irwindale Cheer Competition K) March 31 — Dan Diaz Recreation Center closed AQUATICS Aquatics Supervisor Grijalva provided the following update: SUPERVISOR GRIJALVA 1) The City is hiring for several Aquatics positions, including Assistant Pool Manager, Senior Lifeguard, and Lifeguard 2) Staff is preparing the spring and summer seasons. COMMISSIONER Responding to a question by Commissioner Kelly, Supervisor KELLY Grijalva advised that flyers for the job openings will be mailed to residents. CHAIR FRAIJO Chair Fraijo requested to receive the spring schedule at the next meeting. PUBLIC WORKS SUPERVISOR UPDATE PUBLIC WORKS Public Works Supervisor Rodriguez presented the following update: SUPERVISOR PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING FEBRUARY 5, 2025 PAGE 7 1) Staff has fertilized the grass area near the bus turnabout and Memorial Garden. 2) Staff is also catching up with maintenance at the parks after working in response to the recent windstorms. 3) The annual rose bed pruning in front of City Hall has been completed. 4) Staff met with a representative from Hunter to review irrigation controller programming and scheduling. 5) Drains throughout the parks have been cleaned. 6) Lighting at the weight room has been retrofitted with LEDs. 7) Sink valves at Jardin de Roca Park have been repaired and a new light pole has been installed at the west end of the park. 8) Staff is also cleaning roofs and gutters in preparation for expected rainfall. 9) The gym floor has been covered in preparation for today Is RockAbilities Friendship Dance. 10)Staff also assisted in preparation for the new Library groundbreaking ceremony that took place last week. 11)He also briefly elaborated on upcoming training sessions for staff and thanked staff for their hard work. 12)Members of the Teen Club might begin painting mural silhouettes on February 10. COMMISSIONER Commissioner Romero presented an idea for a potential Public Works ROMERO workshop. COMMISSIONER Responding to a question by Commissioner Kelly, Supervisor KELLY Rodriguez advised that staff has seeded and fertilized the parks' lawn so it should look green in the spring. CHAIR FRAIJO Chair Fraijo asked about the new irrigation system, to which Supervisor Rodriguez advised that only a few staff members would be able to control it through their phones and that the system will alert when there are irrigation problems. PUBLIC SERVICES DIRECTOR UPDATE DIRECTOR RODRIGUEZ Director Rodriguez presented the following update: 1) She noted that the Police Department makes efforts to utilize social media to identify individuals that cause vandalism at the parks. However, there are occasions where staff is unable to post photos online. 2) She also provided crime statistics provided by the Police Department for the tennis court area at Jardin de Roca Park and noted that she recommended leaving the wind screens at the courts for those that play tennis. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING FEBRUARY 5, 2025 PAGE 3) Staff requests for funding from the Irwindale Community Foundation is due February 26 and will be considered by the Board at its March meeting. 4) A blood drive will be held on February 20 in front of the City Hall service road. 5) An emergency preparedness fair will be held on March 8. 6) Chief Deputy City Clerk Nieto hosted a Youth in Government program this week where participating children learned about local government functions and had the opportunity to participate in a mock election and interacted with Councilmembers. CHAIR FRAIJO Chair Fraijo asked which items staff will request funding for from the Community Foundation, to which Director Rodriguez advised that this information is typically presented at the March meeting. RECESS RECONVENE COMMISSIONER COMMENTS AND FUTURE DISCUSSION REQUESTS ITEM NO. 13A IRWINDALE RECREATION PARTICIPANT BEHAVIOR POLICY At 8:34 p.m., the Commission took a short recess. At 8:41 p.m., the Commission reconvened with all members present. IRWINDALE RECREATION PARTICIPANT BEHAVIOR POLICY DIRECTOR RODRIGUEZ Director Rodriguez presented the staff report. CHAIR FRAIJO Chair Fraijo expressed her preference for Temple City's policy, partly because it offers an appeal process. VICE CHAIR ROMAN Vice Chair Roman suggested that the policy address specific items such as belligerent or threatening behavior. CHAIR FRAIJO Chair Fraijo suggested maybe including the policy each time one signs up for a trip. COMMISSIONER Commissioner Duran suggested that the policy be signed once by DURAN program participants and kept on file, to which Director Rodriguez advised that staff will present various options to the Commission when this item is discussed.
